Kinn Municipality would like to enter into a contract for engineering design services, etc., for roads and water and sewage in Gate 1 in Måløy. Kinn Municipality would like to procure consultancy services for detailed engineering design services for roads, water and swage installations, the preparation of requirements specification and technical descriptions for holding contests for contracts. The contract will be split into one main contract for the delivery of all sewage pump stations, and one main contract for ground work, roads, and pipeline installations. In addition, the consultant will have the SØK function and be responsible for follow-up in the construction period. The contest for the main contract will be held by the Procurement Department in Kinn Municipality. Parts of the work in this procurement has been previously announced in a procurement that had to be cancelled, reference No 20/425. Tenderers from this procurement will probably be able to reuse large parts of their tender.

The contracting authority is planning new sewage installations in Måløy in accordance with the municipal sector plan for sewage and the environment 2019-2029. The area has a large need to renew the water pipeline network and upgrade street infrastructure. Kinn Municipality will upgrade the roads, water and sewage system at the same time.

The contracting authority has set high requirements for qualifications, as we consider the engineering design in this contract to be particularly extensive, and to be carried out over several years. It is also considered to be rather complicated. We have now reviewed the tender documentation. We find that there may be reason to reduce some of these qualification requirements and rather increase the weighting of award criteria of the offered competence and solution description. Such a change will be seen as a significant change in the tender documentation, cf. current law and practice determined by KOFA. We have carried a legal assessment thereof, and inform that we can not implement the requested changes without cancelling the call for tenders and republish a new tender contest.
