The aim of the procurement is to enter into a framework agreement with an electricity provider for the procurement of electricity for hedging for the contracting authority's net loss, plus electricity for delivery to customers with delivery obligations.
The framework agreement will also include obligatory procurements of electricity certificates based on volume delivery obligations. The tenderer will also have the role of balance manager on behalf of the contracting authority and will be responsible for prognosticating, reporting and trading electricity requirements to Nord Pool. Electricity is traded by the energy provider on Nord Pool, Day-ahead rates for area NO2 (spot price).

Beskrivelse av fornyelser:

The contracting authority will have a unilateral right to extend the framework agreement for a further 1 year + 1 year on the unchanged terms, then the framework agreement will terminate without further notice after the last period has expired (i.e., 31.12.2024 at the latest).

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Tenderers must have their tax and duty payments in order.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Credit assessment without requirement for guarantees.

Minste nivå(er) av standarder:

The auditor approved annual accounts, with the report, for the last 2 years, with an account of any conditions from the current financial year that will be of importance for the fiscal figures.

The contracting authority reserves the right to obtain and assess a credit check of tenderers via a publicly certified credit rating institution that has a licence to carry out such activities (the contracting authority uses Experian). Tenderers consent, when they submit a request for participation, to such information being obtained and forming the basis of an assessment of the tenderer's economic and financial capacity.

If a tenderer, due to valid reasons, cannot prove his financial position in accordance with the above mentioned documentation requirements, the contracting authority will assess other suitable documentation, for example, a declaration from a financial institution on surety.

Tenderers must have good competence and experience with the sale of electricity for hedging for net loss and delivery obligations, the sale of electricity certificates, as a balance manager and associated services.

Information about education and professional qualifications of the tenderer and the tenderer's administrative management (competence matrix).

An overview of relevant work carried out in the last 3 years.

An overview of the annual average historical balance deviation (preferably from an equivalent portfolio) in the last 3 years.
