The defence sector has a changing need for consultancy services within strategic ICT. The consultant support will be for varying amounts, and can be in and outside projects. Service deliveries that can be included are, amongst other things:
— sourcing strategies;
— establishment of principles for the procurement of goods and services within IT;
— risk assessments for centralising service production and the operation of different platforms;
— ICT architecture;
— ICT security;
— digitalising;
— mapping needs;
— design;
— testing;
— problem solving and the operation of different ICT systems;
— prepare a vision, missions and strategies with the intention of having a general plan for improving profitability;
— assist with the preparation of course material, webinars and e-leaning, as well as courses and competence raising in Microsoft Office 365 and other Microsoft products. This also applies to equivalent ICT systems. The list is not exhaustive.

The procurement will be announced as an open tender competition. Parallel framework agreements will be signed with a maximum of 6 tenderers, provided that a sufficient number of suitable tenders are received. 1 tenderer will be awarded a framework agreement as the A-supplier.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirements: Norwegian tenderers:

• company registration certificate.

Foreign companies:

• Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have the required economic and financial capacity to fulfil the contract. Credit rating 'A' or similar will be sufficient to fulfil the requirement.

Documentation requirement: credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

Tenderers must have good experience from equivalent assignments. Equivalent assignments mean deliveries of consultancy services within the disciplines/services stated in Annex 1 requirements specification. It is sufficient that a tenderer's deliveries in total document good experience from equivalent assignments.

Documentation requirement: tenderers must complete Part I Annex 5 Reference Form with the tenderer's up to 5 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. All the columns in Annex 5 must be completed, including:

• name of the contracting authority/description of the company;

• name of the project/assignment and a short description (year/duration, goal and other relevant factors);

• the assignment's value in NOK;

• role (what assignments the tenderer's personnel had in the delivery);

• contact information at the recipient (name, telephone number and email). It is the tenderer's responsibility to confirm relevance through the description. The contracting authority reserves the right to contact the references. The recipients listed in Annex 5 must be informed in advance of such possible contact. Tenderers must have sufficient capacity to complete the delivery. Sufficient capacity means the tenderer's access to all requested resource levels (junior, senior consultant, advisor, senior advisor/partner as listed in Annex 5). Tenderers can choose to offer resources with higher competence and experience than what is required for each resource level. Tenderers can choose to offer the same resource for several resource levels.

… 1 Resource Matrix with the personnel that the tenderer will have available for fulfilment of the contract. A minimum of 10 and a maximum of 30 resources must be listed. It is the tenderer's responsibility to document relevance in the submitted description. Tenderers must possess sufficient competence to complete the delivery. Competence meaning knowledge and skills (including formal and real competence). Sufficient competence means that the tenderer can show that, in total, he can offer resources that cover all the competence requirements listed in Annex 1 requirements specification.

One CV must be submitted per resource listed in Annex 1a Resource Matrix. The CVs must be a maximum of one A4 page. The format for the CVs must not be changed. The guiding text can be removed to save space, but the headings must not be removed. It is the tenderer's responsibility to document relevance in the submitted description. Tenderers must be certified in accordance with the Eco Lighthouse Scheme, ISO 14001, EMAS, or other equivalent third party certified systems.

… copy of a valid certificate. The contracting authority will also accept equivalent certificates issued by certification bodies in other EEA countries. Other documentation for equivalent environmental management measures will be accepted to the degree that the tenderer has not had the opportunity to get the mentioned certificate by the deadlines stated in this tender documentation. This is provided that this is not the fault of the tenderer. Tenderers must have a good and well-functioning quality assurance system suitable for the delivery.

… short description of the tenderer's routines and methods for quality assurance. The description must be maximum of one A4 page. If the tenderer is certified in accordance with ISO 9001 or equivalent quality assurance standards, it is sufficient to present a copy of a valid certificate.
