The contract duration is 4 years with an option to extend one or more times for up to 2 years. The contract can be a total of 6 years if the full option is triggered.

Egnethet til å utøve yrkesvirksomheten:
Requirement 1
Taxes and duties: tenderers must have their tax and VAT payments in order in the country where they are established.
Documentation requirement: tax and VAT certificate. The certificate can be obtained from Altinn.no. The certificates must not be older than 6 months, from the tender deadline. Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement 2
Registration in a trade register or company register: tenderers must be registered in a company register or trade register in the country where the tenderer is established.
Documentation requirements:
— Norwegian companies: company registration certificate;
— foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Requirement 3
Certification from the Norwegian Labour Inspection Authority and listed in the authority’s register of certified cleaning companies. Documentation requirement: documentation demonstrating that the tenderer is certified by the Norwegian Labour Inspection Authority and listed in the authority's register of certified cleaning companies.

Økonomisk og finansiell stilling:
Requirement 4:
Finances: tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the contract period.
Documentation requirement: expanded credit rating/report, not older than 3 months from a publicly certified credit rating company with score A (credit worthy) or equivalent or better score. The report must be based on the last known fiscal figures. The date must be clear.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement 5
Implementation ability: tenderers are required to have an organisation that has the capacity and competence to implement in accordance with the contract.
Documentation requirement: a description of the tenderer's technical personnel or technical units that the tenderer has at disposal for fulfilment of the contract.
Requirement 6
Experience: tenderers are required to have very good experience from equivalent assignments.
Equivalent assignments means permanent assignments of an equivalent size and content for equivalent buildings as those in this contract.
Documentation requirement: a list of the most important cleaning deliveries in the last 3 years, including information on the value, dates, name of the contracting authority with contact information, as well as a brief description of the nature and content of the delivery, type of building and area in m

A minimum of six references must be presented, covering at least three of the following assignment types: schools, nurseries, sheltered accommodation/nursing homes/institutions.
Annex 7, ‘Template for Reference Overview’, must be completed and will be used for qualification purposes.
Requirement 7
Quality management system: a good and well-functioning quality management system is required for the requested services. The concept of a quality management system is that, amongst other things, the tenderer is aware of quality objectives, planning, security, dealing with deviations, quality improvement and data security.

Environmental management system: systems and procedures are required that ensure a low environmental impact when carrying out the delivery.
The environmental management system must as a minimum ensure continual improvement of:
The organisation's competence in the environment and security, the service's impact on the climate, procedures and measures to limit the environmental impact of the delivery, including, amongst other things, transport, packaging handling, disposal of equipment, training of personnel, etc.
