Area 3 includes an area of 10 377 m
There will also be additional orders of cleaning related service assignments for these service locations.
See appendix 2 in the tender documentation for information about the service locations.
See the frequency card in Annex 1.5 for which areas will be cleaned. The bathing areas will be cleaned by the contracting authority’s own personnel and are not included in the assignment.
Based on the consumption of the previous year, the total annual withdrawal is estimated to be approx. 2 600 000 NOK excluding VAT.
The annual procurement will depend on financial framework terms, political decisions and the market situation in general.

Beskrivelse av fornyelser:
The contract duration is 4 years with an option to extend 1 or more times for up to 2 years. The contract can be a total of 6 years if the full option is triggered.

Requirement 1: taxes and duties
The tenderer must have their tax and VAT payments in order in the country where they are established.
Documentation requirement: Tax and VAT certificate. The certificate can be obtained from Altinn.no. The certificates must not be older than 6 months, from the tender deadline.
Norwegian tenderers who are not subject to VAT must present confirmation of this from the tax authorities.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2: registered in a trade register or company register:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirements: Norwegian companies: company registration certificate.
Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Requirement 3: certification from the Norwegian Labour Inspection Authority
The tenderer must be certified by the Norwegian Labour Inspection Authority and listed in the authority's register of certified cleaning companies.
Documentation requirement: documentation demonstrating that the tenderer is certified by the Norwegian Labour Inspection Authority and listed in the Authority's register of certified cleaning companies.
Økonomisk og finansiell stilling:
Requirement 4: finances.
The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.
A creditworthiness of score A (creditworthy) is required to be eligible for participation in the contest.
Documentation requirement: extended credit rating/report, not older than 3 months, from a publicly certified credit rating company, which includes a credit rating of the tenderer, typically represented by a letter or a brief text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
Requirement 5: implementation ability
The tenderer is required to have an organisation that has the capacity and competence to implement in accordance with this contract.
Documentation requirement: a report of the tenderer’s average annual workforce and the number of employees during the 3 last years, both in the administrative management and for cleaning operators.
The number of employees in the business must be stated for each year, divided into management and operative cleaning personnel.
Requirement 6: experience.
The tenderer is required to have good experience from equivalent assignments of equivalent size and buildings that apply to this contract.
Documentation requirement: account of the primary cleaning deliveries for equivalent buildings during the last 3 years, hereunder information about the value, dates, the name of the contracting authority with contact information, as well as a brief description of the nature of the delivery, type of building and area in m

Requirement 7 quality management system.
A good and well-functioning quality management system is required for the requested services.
The concept of a quality management system is that i.a., the tenderer is aware of quality objectives, planning, security, handling of deviations, quality improvement and data security.
Documentation requirement: copy of quality management system certificate in accordance with ISO 9001-2015 or equivalent certificate or an account of the tenderer’s quality management system.
