The aim of the procurement is to procure baling machines for pressing cardboard, paper, and various types of plastic at Sirkula IKS and Horisont IKS' facilities.
In addition, Horisont IKS will have an option for a feeder pile for the baling machine.
The contracting authorities will also have an option for a foliation unit.

The contracting authority will hold a negotiated procedure for the procurement of 2 (two) new baling machines.

The contracting authority estimates that the total value of the procurement will be approx. NOK 11 million.

2 new baling machines are to be delivered, one to Sirkula IKS (Hamar), and one to Horisont IKS (Gjørvik).

The tenderer must take the contracting authority's existing baling machine in part-exchange or dipose of it. In addition, the contracting authority will enter into a service and maintenance contract for five years for the delivered machines.

In addition to the above scope, the contracting authority will have an option for a unit for foliation and a feeder pile. The feeder pile is only to be delivered to Horisont.

The stated contract length is for the service contract.

Qualification requirement: tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian companies: company registration certificate.

Foreign companies: verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Qualification requirement: tenderers must have sufficient economic and financial capacity to carry out the assignment.

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Tenderers must have sufficient economic and financial capacity to carry out the assignment.

Teknisk og faglig kapasitet:

Qualification requirements:

1) Tenderers must have good experience from comparable assignments;

2) The assignment requires tenderers to have systems for quality management.

Documentation requirement:

1) Description of up to three of the tenderer's most comparable assignments during the last 3 years. In order to ensure sufficient competition, documentation of relevant deliveries or services that the tenderer carried out more than 3 years ago can also be taken into consideration.

The description must include:

— recipient (name, telephone number, and email address);

— the assignment's scope and value;

— delivery date and duration;

— description of the delivery.

It is the tenderer's responsibility to document relevance in their description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another supplier.

2) Description of the company's routines for quality management, with emphasis on quality assurance, continual improvement, resource management and management's responsibility. If a tenderer has valid ISO 9001 certification, this certificate will be accepted as documentation of fulfilment of the qualification requirement.
