Lørenskog Kommune [Lørenskog Municipality] has a strong population growth and there is a need to expand the primary school capacity ref. case KS 129/17 (15.11.2017). The result of the case is a planned development portfolio where Benterud School that currently has 2 parallel classes, will be expanded with 2 parallel classes for the start of the 2023 school year. Cf. Appendix 7 The County Council's decision on 3.4.2019 KS 036/19 Benterud school, expansion – V1818 – BP1.
The adopted expansion of Benterud school includes an expansion of all classes (1-7) with 2 parallels, expanded special educational base and a handball-sized multi-purpose hall and expansion of the school's outdoor areas. The expansion involves an increase to approx. 110 students per level and the base for multi-disabled students will room 20 students instead of 4 students. The maximum capacity for the school will then total approx. 800 students and 115 employees. The school currently has approx. 400 students and 50 employees.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Sufficient, meaning an annual turnover of a minimum of 25 000 000 NOK per year during the last 2 years and an equity ratio of a minimum of 5 %.

Teknisk og faglig kapasitet:

Tenderers are required to have experience from assignments of equivalent scope and complexity.

The tenderer must document that they posses a satisfactory quality system.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

For this procurement, NS 8401 applies for part I and NS 8407 for part II, with the addition of the builder's special provisions stated in the contract documents. Partnering contract part I applies for the preliminary project. Partnering contract part II applies for the implementation.

There are special requirements for follow-up of wages and working conditions, skilled worked and apprentices in the contract. The main rule in the municipality is that the contracting party can only have 1 level of subsuppliers in the chain below them, occasionally 2 links. This must be clarified with Lørenskog Municipality. See the attached contract terms for more information.
