Halden has decided to construct a new primary school with an accompanying sports arena on the site where Os primary school is currently located. A decision has been made to construct a new primary school for 330 pupils. A handball hall is to be constructed with two handball courts, a match court for top level handball, and a basic hall, c.f. the municipality's decision ‘2017/64 Os — frameworks for further planning’. The existing school building will be kept.

A site inspection will be held on Wednesday 2 December 2020 from 12-14. Meet at the site at Os School, Halden. Due to Covid-19 and provisions for infection protection, the site inspection must be held in accordance with the rules that apply at the time of the site inspection. A maximum of three persons from each tenderer can meet. Feedback on who will participate in the site inspection is to be sent to the project manager 3 days before the site inspection takes place.

See matter 2019/26 Os school and sports arena, which is the final decision on implementation — contract announcement and tender documentation. The existing school buildings will be kept.
The project will be carried out as a turnkey contract with detailed engineering design services based on a preliminary project and description from Asplan Viak. After the tender has been announced there will be a certain amount of user contribution, which can lead to some changes to the solution in the tender invitation. These will be handled as changes in accordance with the rules in NS 8407.

If the project cannot be realised within the economic limit, the scope of the project can be reduced, for example, by reducing the size of the basic hall, reducing the accompanying service and support functions for sport, and possible co-use of several areas must be considered.

The project is subject to being realised within the municipality's cost limit, and that the necessary political decisions are made for the implementation, including approval of the development plan and other conditions for the project.
Partial orders can be made for introductory work such as engineering design services before the final contract is signed due to the desired progress. If the project is stopped, the turnkey contractor will receive a fee for any completed work, but there will not be any compensation for lost future work.
