The framework agreement duration is 2 years. The contracting authority has the exclusive option for a further 1 + 1 year extension of the framework, for a total of 4 years.

Beskrivelse av opsjoner:

Nittedal, Asker, Lillestrøm and Lørenskog Municipalites have an option to join the framework agreement as a contracting authority for the entire lifetime of the contract, a maximum of 4 years.

Tenderers must be a legally established company.

Documentation requirement:

Norwegian tenderers: company registration certificate

Foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with legislation in the country where the tenderer is established.

Tenderers must have sufficient financial strength to comply with the contractual obligations.

Documentation requirement:

The tenderer's annual financial statement including notes with the board's and the auditor's reports from the last 3 years.

The contracting authority reserves the right to conduct a credit rating from Experian and/or Forvalt.no

Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Requirement:

Tenderers must have adequate implementation ability.

Documentation requirement:

The tenderer shall give a short description on:

— how the tenderer is organised for the implementation of this contract (delivery model),

— the resources that the tenderer has at disposal for the implementation of the contract during the framework agreement period,

— the tenderer's process and routines on how knowledge and insight gained on the contracting authority's needs during the tender phase will be taken care of and applied in the delivery phase.

The tenderer may choose to rely on other companies’ capacity to meet the technical and specialist qualification requirement. The tenderer must, in such an event, give an account of the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at disposal during the contract period, for example by presenting a commitment statement, guarantee, co-operation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner, etc.

Subtenderers who will be involved in the pre-qualification process cannot be replaced at a later date with others in the tender, unless this is considered advantageous for the contracting authority. The contracting authority approves this in advance and new sub-providers must also comply with the given qualification requirements for these.

Tenderers must have good experience from equivalent assignments.

Certificates from similar deliveries during the last 3 years. The certificates should be signed or confirmed in writing by the client for the different deliveries and shall as a minimum include:

— a brief description of the delivery,

— date of implementation,

— scope of the assignment in monetary amount,

— name and telephone number of the reference person at the client.

If it is not possible to acquire signed or verified attestations, the tenderer shall provide a list of all relevant assignments with descriptions according to the above points.

The contracting authority must have the possibility to contact the contact persons who are listed.

The tenderer must have and operate a good and functioning environmental management system.

The system must be in accordance with Eco-management and Audit Scheme (EMAS), the eco-lighthouse certification scheme, ISO 14001 or other recognised environmental management systems or standards. A brief and overall description of the environmental management system shall be presented and a certificate must be submitted verifying that the tenderer complies with the Eco-Management and Audit Scheme (EMAS), the Eco-Lighthouse certification scheme, ISO 14001 or other recognised environmental management systems or standards.

If the tenderer is unable to obtain a certificate/attestation within the deadline and this is not due to the tenderer, the tenderer can instead submit alternative documentation for the environmental management measures. In this case, the tenderer has an independent responsibility to verify that these measures correspond to the requested environmental management systems or standards.

The tenderer must have established satisfactory management systems for information security.

A copy of a certificate for information security ((NS-EN ISO/IEC 27001:2017/equivalent), issued by an accredited certification body must be presented.

Alternatively, a description can be given of the tenderer's system for information security as well as how it is implemented and managed internally must be presented.
