ARBEIDS- OG VELFERDSETATEN (NAV)

The Norwegian Labour and Welfare Administration] invites tenderers to a new contest for a framework agreement for the procurement of user surveys. NAV would like to acquire knowledge of user experiences and assessments and will, therefore, regularly carry out user surveys. We need assistance to implement such surveys aimed at NAV's users, for example, private persons and employers. The procurement will results in a framework agreement with a supplier, giving us the opportunity to perform call-offs for assistance of high quality at a reasonable price. It is important for NAV that the user's protection of privacy will be safeguarded.

The framework agreement shall include:
— implementation of quantitative user surveys, such as telephone interviews, electronic surveys on the internet and postal surveys,
— implementation of qualitative user surveys, that can be personal interviews and focus groups,
— professional assistance related to this.
The following professional assistance is carried out according to the Client's need, at the implementation of the user surveys:
— contribute to designing the approach to problems,
— contribute to survey designs,
— contribute to planning selection,
— contribute to designing questionnaires or interview guides,
— quality checking of questionnaires or interview guides,
— testing of questionnaires or interview guides,
— facilitation of data files,
— prepare reports and analyses,
— acquire test users for trialling self-service solutions,
— other assignments related to the implementation of user surveys.
The framework agreement does not include the following:
— general citizen surveys,
— employee surveys,
— research assignments.
Estimert verdi eksklusive mva: 7 200 000 NOK 💰
Varighet: 24 måneder

Registered in a trade register or company register:
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established.
Documentation: foreign tenderers: certificate of registration in the company register as prescribed in the legislation of the state where the tenderer is established. For Norwegian tenderers: a company registration certificate from Brønnøysundregisteret [the Brønnøysund Register] will be collected through the eBevis service.

Economic and financial requirements:
The tenderer must have sufficient economic capacity to fulfil the contract. The contracting authority will obtain credit ratings carried out by Experian; see www.Experian.no If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.

Norwegian tenderers must have their tax and VAT payments in order. Certificate of tax and VAT from the Norwegian Tax Authority is collected through the eBevis service.
Teknisk og faglig kapasitet:
Experience from similar assignments is required. Documentation A description of the tenderer's primary deliveries during the last 2 years including a description of the assignments, their value, dates and recipients.
Good implementation abilities are required.
Documentation:
(a) brief overview of general relevant competence at the tenderer. Do not specify which persons will be offered and do not deliver CVs for this requirement;
(b) the tenderer's average annual workforce during the last 3 years. Norwegian tenderers, documentation for b) will be collected through the eBevis-service.
