A framework agreement will be signed with one supplier of printing services. The framework agreement concerns the purchasing and preparation of files for printing and printing of forms, brochures, folders and posters. It must also be possible to purchase other printing services.

From the middle of June 2021 the framework agreement will also include a solution for ‘printing on demand’.
The Norwegian Labour and Welfare Administration currently has a contract with an external party for printing services. This expires at the end of October 2020.
The Norwegian Labour and Welfare Administration also has a contract with Skattedirektoratet [the Norwegian Tax Administration] (hereafter called SKD) for printing services. This will cease in June 2021 and then then on parts of the content in the contract with SKD will transfer to the framework agreement for printing services (this procurement). This involves a solution for ‘printing on demand’ based on a set of fixed templates where the text and images can be changed by the orderer. This will primarily be printing of visitor-cards, flyers, roll-ups and posters.

Registered in a trade register or company register. Tenderers must be registered in a company register or trade register in the member state where the tenderer is established.
Documented by: Foreign tenderers: Certificate of registration in a company registered as prescribed in the legislation in the state where the tenderer is established. For Norwegian tenderers: Company registration certificate from the Brønnøysund register centre will be collected through the eBevis service.

Other economic and financial requirements. The tenderer must have sufficient economic capacity to fulfil the contract. The contracting authority will obtain credit ratings carried out by Experian; see www.Experian.no If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.

Teknisk og faglig kapasitet:
Relevant experience from corresponding deliveries is required. Documented by a description of the tenderer's three primary deliveries during the last three years, including a description of the assignments, their value, dates and recipients, cf. Part I - Appendix 2.

Good implementation abilities are required. Documentation: Description of the tenderer's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's general relevant expertise must be given. The personnel proposed to the assignment shall not be specified, and CVs not submitted.
