The projects vary in scope, duration, and cost, from a value of less than NOK 0.5 million to larger projects with a value of more than NOK 500 million. Most of the assignments are related to new investments, but also large and small renovation projects can be included, as well as other assignments related to implementation of measures of a certain size or complexity in current buildings and plants. The projects may have different organisation structures and contract form, but based on experience, most projects will be executed as turnkey contracts or execution contracts.

Based on historical figures and plans, the need for architect services is anticipated to be between NOK 40 million — NOK 100 million over 4 years. This is only an estimated and involves no obligation for the contracting authority.

Upon the commencement of Oslobygg KF from and including 1 August 2020, the agreement will be transferred to the new company so that the entire new company can enter into the agreement if required. See the contract document where the right of termination in connection with the reorganization is specifically regulated.

Tax certificate:

The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all sub-suppliers when contracts are signed for the assignment with a value exceeding NOK 500 000 excluding VAT.

Company registration certificate:

Requirement:

• the tenderer must be a legally established company

Documentation requirement:

• Norwegian companies: Company registration certificate

• Foreign tenderers: verification that the company is registered in a trade register or company register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have the financial capacity to carry out the assignment/contract.

Documentation requirement:

Credit rating/score, not older than 6 months from the receipt of tenders, based on the last known accounting figures.

The entire credit rating report must be submitted and it must contain key figures for the last three financial years. The credit rating must be carried out by a publicly certified credit rating institution. The contracting authority reserves the right to obtain its own credit rating if necessary.

If the tenderer has justifiable reasons not to substantiate his economic position in-line with the above-mentioned documentation requirement, the contracting authority will consider other appropriate documentation.

Teknisk og faglig kapasitet:

Requirement: tenderers must have a functioning quality system

Documentation Requirement: written description of the organisation's quality assurance system. If the company is certified in accordance with ISO-9001, or equivalent relevant certification systems, it is sufficient to present a copy of the certificate.

Requirement: the tenderer must have sufficient capacity and suitable manpower to implement the contract. Tenderers must have a minimum of five full-time employee resources with a minimum of 2 years experience as an architect.

Documentation Requirement: indication of total number of employees at the tenderer, in the administrative management and the company must have suitable competence to implement architect assignments for the contracting authority.

Annex 1 (Part I_V1) ‘Competence Matrix’ can be used.

Requirement: the tenderer must have broad competence and experience in architect services. This means the company's experience with, for example: sports installations, bathing installations, ice installations, cultural buildings or projects with equivalent complexity experience from public purposes will also be given weight. The same applies to projects with ambitious environmental goals.

Documentation requirement: an overview of the tenderer's three to five primary and most relevant assignments during the last 5 years. A minimum of three and a maximum of five reference projects must be submitted.

The following information must be given for each of the reference projects:

— name of contracting authority

— description of the type of assignments/company's

Role/function

— listing status/antiquarian principles

— UU Requirement

— environmental ambition

— description of the project, including

Type, scope and value

— date of execution

— contract sum

At least one of the projects should be in enterprise classification three for architecture.

Individual CVs are not requested under this qualification requirement.

Annex 2 (Part I_V2) can be completed with a maximum of five projects.

— Certificate from the contracting authority for the reference projects with contact information.

The contracting authority reserves the right to contact the references.

The contracting authority will, based on the received requests for participation in the contest, invite the ‘Specify number or range’ of tenderers who best fulfil the qualification requirement: ‘The tenderer must have broad experience from assignments of the same type and complexity as other projects in the Cultural and sports Buildings portfolio’.

In order to provide the best contest, the contracting authority will qualify tenderers of varying size. The contracting authority will strive to divide the qualified tenderers between small/medium and large companies.

The size of the providers is defined as follow:

— small/medium providers: between 5 and 20 full-time consultants with a minimum of two years architect experience,

— large providers: more than 20 project full-time consultants with a minimum of two years architect experience.

The two to three best ranked small/medium sized providers will be invited to submit tenders (provided that a sufficient number of qualified providers submit requests).

The six to seven best qualified large scale providers are invited to submit tenders (provided that a sufficient number of providers are submitting requests for participation).
