Procurement of a Cloud-based Solution for ID-porten

Digitaliseringsdirektoratet

ID-porten covers the need for logging in to the public sector. The use of ID-porten is high (28 million logins in March 2020 alone) and over 900 public entities use ID-porten. In high volume periods and crisis times there is a need for controlled traffic flow in order to give end-users the best possible service and prioritise the capacity where the need is greatest.
ID-porten has just been through one of its busiest periods since commencement. Prior to this years tax return, a one time procurement was carried out for a queue solution for ID-porten. The queue solution protected ID-portent and the Norwegian Tax Administration's infrastructure against unmanageable traffic, and saves us from investing in infrastructure we perhaps need once a year. The pattern of use changed when the Corona crisis occurred, and the queue solution also became a key tool for limiting traffic to tax returns to ensure stable traffic to critical services at NAV and Helse Norge.

The Norwegian Digitalisation Agency will procure a queue solution in ID-porten in order to protect this and our largest customer's infrastructure against unmanageable traffic. The Norwegian Digitalisation Agency and the Norwegian Tax Administration see the need to implement the queue solution as a permanent functionality for ID-porten As the best effect and user-experience are achieved by this at the company, we want to have this implemented for the five largest companies. In March 2020, the four largest businesses accounted for 75 % of the traffic in ID-porten. These were the Norwegian Tax Administration, the Norwegian Labour and Welfare Organisation, Altinn and Helse Norge. The last client will be selected based on other criteria such as importance and how vulnerable it is to peak-traffic.

With any need for external consultancy services in the integration project, Digdir will procure outside of this procurement.
The contract duration is 2 years with the opportunity to extend for 1 year + 1 year + 1 year + 1 year. Conditions will be regulated by SSA-L.
The procurement has an estimated contract value including options for approx. NOK 12 million excluding VAT.
Solution requirements are in Annex 1 to the contract.
If Digdir finds it necessary to enter into a database management contract, the attached template must be utilised.
