The digitalisation of assignments and work processes that support parliamentary and administrative work in the Norwegian Parliament is a prioritised assignment for the administration. The administration will have access through this framework agreement to the necessary competence and capacity for being able to maintain, manage and develop interaction systems in accordance with the users' needs and expectations.

The Norwegian Parliament's aim with this framework agreement is to enter into a collaboration with a tenderer that will have total responsibility for the maintenance, management and further development of the Norwegian Parliament's systems that are based on Microsoft's interaction systems. The work will be carried out in close collaboration with both the IT department in the administration, those with needs in the professional departments and employees in the section for IT performance support who are responsible for orders and follow-up of deliveries.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient financial strength to fulfil the contract (Good solidity or Creditworthy).
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. The credit rating shall not be older than 6 months from the tender deadline.

Teknisk og faglig kapasitet:
Requirement 1: tenderers must have good experience with implementation of relevant deliveries. Relevant means experience with taking over, maintaining and developing systems of an equivalent size and complexity based on Sharepoint. The delivery must have been implemented and it must have resulted in a concrete service.

Documented by: a description of minimum three equivalent assignments in the last 3 years. The references must, as a minimum, include: the name of the customer, contract value and scope, delivery date, a brief description of the delivery and a contact person at the customer with a telephone number.

Requirement 2: the tenderer's field of business must be the provision of services within application management/application development.
Documentation requirement: tenderers must describe their business, including:
(a) a brief history of the business and the current organisation,
(b) the field of business in the provision of services within application management/application development,
(c) a brief description of any sub-suppliers that are used.
Requirement 3: tenderers must have the following minimum capacity to be qualified.
Competence category and minimum capacity:
— project manager/team manager — two consultants,
— Techlead — one consultant,
— product advisor Microsoft 365 — 1 consultant,
— UX-designer — two consultants.
Front and backend developers Sharepoint — four consultants.
— test manager — one consultant.
Tenderers must have the capacity to cover all the competence areas. One consultant can only cover one category in this overview. Documentation requirement: an overview that documents how many consultants the tenderer has available on the date the tender is submitted that fulfil the requirements for the respective consultant category.
