The contracting authority would like to use this procurement to enter into a contract with one tenderer.
The aim of the contract is to cover the contracting authority's need for emptying and treating sludge from separate sewage facilities, and inspections of them in Fjord, Giske, Stranda, Sula, Sykkylven, Vestnes and Ålesund Municipalities. Separate sewage facilities means facilities that receive sanitary sewage water from residential houses, cabins, commercial buildings, tourist companies, etc., with emissions that do not go on to municipal treatment facilities.

Requirement:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
The financial capacity to carry out the agreement is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers.

For Norwegian tenderers:
Tenderers must give consent in their tender for TendSign to obtain and for the contracting authority to receive information on the above via TendSign.
If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The tax certificate(s) shall not be older than 6 months, from the tender deadline. Any arrears or other irregularities must be justified (Tenderers can obtain the electronic tax and

Foreign tenderers: tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

The contracting authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The contracting authority will not accept credit ratings from business and account information systems other than Bisnode AS with the service CreditPro in order to ensure an equal assessment of all tenderers. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide a correct picture of the financial situation. Newly established companies: newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing.

Teknisk og faglig kapasitet:
Requirement:
A good and well-functioning quality assurance/internal control system is required. Tenderers must have a quality plan with routines that ensure the quality and service of the work and the working environment for those carrying out the assignment. This obligation also applies to any sub-suppliers. Tenderers must ensure that these routines are coordinated.

The tender and the contracting authority are both obliged to work together to improve the service, quality and working environment of those who carry out the assignment.
The quality plan that is used in the assignment must be in accordance with the relevant requirements in:
— NS-EN ISO 9001:2015 — Management systems for quality;
— NS-EN ISO 14001:2015 — Management systems for the environment, and
— NS-ISO 45001:2018 — Management systems for the working environment, with adaptations to the terms in the contract.
The contracting authority can inspect the tenderer's quality assurance system/internal control system in the contract period. In the contract period the tenderer must, upon request, present documentation within 3 working days of the relevant internal control system/quality assurance system. Changes to stand-by plans must be immediately and continually sent to the contracting authority via email.

Tenderers and any subsuppliers are required to have experience from equivalent assignments. Equivalent assignments means emptying and treating sludge for at least 3 years.

A brief description must be attached of the general quality assurance system on which the tenderer will base the implementation of the contract (max. 1 A4 page, a table of contents will not be accepted), or a copy of a system certificate issued by accredited certification bodies.
