The procurement concerns assistance with concept development in relation to digitising of parliamentary case processing with the option for further assistance in the consequent sub-projects.
The Norwegian Parliament's administration wants to connect with an external strategic collaborating partner with solid experience from comparable pseudogenes, as well as good methodical approach that ensures appropriate implementation and quality of the results. The service provider will assist with methodology and be responsible for the operation of the concept phase so that the products of the phase can be completed within a given limit. The service provider will be able to deliver competence and capacity related to the issues covered in the concept phase and must have good competence in the relevant technology that can provide opportunities to resolve the Norwegian Parliament's assignments in new ways (proceedings, processing and preservation, structured information, artificial intelligence on voice and video and video production).

The vision for digitising of parliamentary case management support the business strategy for the Norwegian Parliament's administration and expresses the expectations of the development of this area in the years to come. The first step in realisation is to implement a concept phase in 2020. The concept development will give the Norwegian Parliament's administration a roadmap for a general realisation and provide good understanding of anticipated of gains and the total cost costs. For the activities that it is recommended to prioritize first, the concept phase must ensure that project justifications and proposals have been prepared, including an acceptable level of uncertainty.

Option to extend the contract 1 or more time for up to 2 years with an economic limit of 3 000 000 NOK excluding VAT per year for the purchase of assistance with the implementation of the consequent subprojects.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:

Credit rating

Requirement: the tenderer must have sufficient financial strength to fulfil the contract (good solidity or creditworthy).

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. The credit rating shall not be older than 6 months from the tender deadline.

Teknisk og faglig kapasitet:

Implementation ability and capacity.

Requirement: the tenderer must have extremely good implementation ability an the capacity to be able to implement the contract. Documentation requirement: tenderers must briefly describe their implementation ability and capacity in relation to this contract and enclose an overview of the combined portfolio of personnel relevant for collaboration in the delivery.

Experience

Requirement: the tenderer must have extremely good experience from the implementation of relevant deliveries. Relevant deliveries means, for example, large digitising projects connected to the business’ core processes and with user-orientation as the central element.

Documented by: description of 3 equivalent assignments during the last 5 years. The attestations must as a minimum contain: name of the customer, contract value and scope, dates of delivery, brief description of the delivery.

Quality assurance

Requirement: the tenderer shall have satisfactory quality assurance procedures.

Documentation: a description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it will be sufficient to present a copy of a valid certificate.
