The contracting authority would like to use this call for tenders for a entering into a contract with a supplier for the procurement of one new or an almost new vehicle.
The contracting authority requests a tender for a new or almost new vehicle, e.g. a demonstration vehicle or a slightly used vehicle of good quality, with a maximum operation life of approx. 5 to 6 months from time of registration. The vehicle must have good driving comfort, be simple and intuitive to use, as well as be clear and have a good view. The door opening and seat height of the vehicle must facilitate easy entrance/exit so that users can easily get in and out without unnecessary burden. The vehicle must also be well adapted to the contracting authority's application areas and purpose.

Egnethet til å utøve yrkesvirksomheten:
The ESPD self-declaration is provisional documentation showing that the tenderer fulfils the qualification requirements, and that there are no grounds for rejection, and possibly fulfilment of the selection criteria. The supplier may provide an overall statement of whether all qualification requirements are met. This shall be given in section a: ‘Samlet angivelse for alle kvalifikasjonskravene’ (‘A total statement of all qualification requirements’). Completed form must be enclosed with the tender offer.

The tenderer who is chosen to sign a contract must document fulfilment of the qualification requirements before the contract is signed, in accordance with the stated documentation requirements. However, the contracting authority can at any time in the contest, ask tenderers to submit all or parts of the required documentation, if this is deemed necessary for confirming that the call for tenders is being held correctly.

ESPD for sub-suppliers:
When creating the tender in the TendSign system, the supplier must state any involvement of sub-supplier(s) proposed for carrying out a significant part of the assignment. As a general rule, a separate ESPD must not be submitted for any sub-supplier(s). As a general rule, the box ‘Påkalle kapasitet’ (‘invoke capacity’) shall not be ticked when a sub-supplier is given in TendSign.

Exception:
If the supplier is dependent on the support of competence and/or capacity of a sub-supplier(s) to comply with any of the qualification requirements in the call for tenders, a separate ESPD for the relevant sub-supplier must be enclosed with the tender. In such events, the tenderer must tick the box for ‘Påkalle kapasitet’ (‘invoke capacity’)for the relevant sub-supplier. When the box ‘Påkalle kapasitet’ (‘invoke capacity’) is ticked, a separate ESPD for the sub-supplier is created in the TendSign system. Økonomisk og finansiell stilling:
Requirement:
Tenderers must have their tax, employer contribution and VAT affairs in order in accordance with the legal provisions.
The financial capacity to carry out the agreement is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to implement the agreement.

Documentation requirement:
The contracting authority will carry out their own assessment of the tenderer's finances through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the tenderers can be assessed on equal terms.
Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.
Newly established companies: newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and and economic position. This also applies to foreign tenderers.

The tenderer, or the tenderer's employees are required to have experience from at least one equivalent delivery in the last 3 years. Equivalent delivery means the delivery of a sanitation vehicle with a value of minimum NOK 3 000 000 excluding VAT per contract.
