Printing Services — Framework Agreement

NTNU

NTNU will enter into framework agreements for printing services. NTNU is located on campus in Trondheim, Ålesund and Gjøvik, as well as at the office for after and continuing education in Oslo. The tenderer must state in their offer which locations they are capable of delivering to.
The framework agreement is divided into the following categories:
1) Printing and graphic design;
2) Special products; and
3) Printed envelopes. For more details refer to the tender documentation and offer documentation.

It is assumed that the tenderer keeps inventory of the relevant envelopes and examination papers and distributes these as needed. NB that there will be a need for small print runs of specially printed envelopes.

Tenderers must have the following registrations and authorisations in order to fulfil the suitability requirement:

Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement: Norwegian companies: company registration certificate.

Foreign companies: verification that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Requirement: tenderers must have good credit worthiness without a requirement for security.

Documentation requirement: a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.

Teknisk og faglig kapasitet:

The tenderer must document that he has sufficient technical and professional qualifications to implement the contract.

Minste nivå(er) av standarder:

Requirement: the tenderer must have experience from comparable assignments.

Documentation: the tenderer's 3 most relevant assignments during the last 3 years, including their values, dates and recipients (names, telephone numbers and e-mail addresses).

Requirement: the tenderer must have the tools, material and technical equipment for proper and efficient execution of the delivery.

Documentation requirements: description and overview of the tools, materials and technical equipment available to the supplier to carry out the delivery.

Requirement: tenderers must have a well-functioning environmental management system.

Documentation: certification documents in accordance with national/international environmental management/environmental control system standard.

An account of an equivalent environmental management/measures for the company will also be accepted.

Requirement: the tenderer must have a well-functioning quality management system.

Documentation: certificates in accordance with the national/international quality management/control system standard.

Or an account of equivalent quality management/measures within the company.

Requirement: the tenderer's must have methods to control the supplier chain and tracking systems as possible follow-up of the requirements for ethical trade - basic human rights requirements, environment and ILO's core conventions.

Documentation requirement: a description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

A requirement on wage and work terms, documentation and sanctions in accordance with the regulations regarding wages and working conditions from the 8.2.2008 No 112.

Requirement related to an approved apprenticeship scheme during the contract period and that the apprentices participate in the implementation of the contract.

The tenderer can not have more than one to two links in their chain of sub-contractors. As a subcontractor, the supplier is considered to be a direct sub-link working or providing services that are a direct part of the contract.

Ethical requirements: the tenderer must comply with the fundamental requirements related to human rights, employee rights and the environment, and commit to complying with UN conventions, ILO conventions and national labour legislation.

The tenderer must sign the attached Data processing contract at the contract signing.
