Prequalification: Development of an Innovative Solution that will Contribute to a General Decision Basis for Surface Water Management in Densely Populated Suburbs

Bærum kommune

Climate changes, increased density and urbanisation have given and give municipalities increasingly greater challenges with heavy rain and the management of surface water, both in the terrain and in the pipeline network. More frequent and heavier rain tests the sewage network capacity and also leads to increased pollution of water sources.
In order to solve this challenge, Bærum Municipality, with Lørenskog as a collaboration partner, has been given resources by Innovasjon Norge for an innovation partnership. A solution is to be developed in the partnership that will contribute to a general decision basis for surface water management in densely populated suburbs. The solution must guide us to make the correct choices as regards surface water, both for planned construction projects and for the management of particularly exposed areas in existing urban areas.

Climate changes, increased density and urbanisation have given and give municipalities increasingly greater challenges with heavy rain and the management of surface water, both in the terrain and in the pipeline network. More frequent and heavier rain tests the sewage network capacity and also leads to increased pollution of water sources. Higher average temperatures, more heavy rain with subsequent floods/flood events, and a rising sea level are expected. Norwegian municipalities are facing major challenges to adapt to a changing climate, and must, therefore, plan for more robust systems that can tackle the expected climate changes and increased population density.

Bærum Municipality has dimensioned its infrastructure in line with the current guidelines and norms, and has ever greater challenges in surface water management. The current challenges and development show that the old rules have not taken the development we see in society in general into consideration, both as regards climate changes and population density resulting from population growth. The current systems and practice in densely populated suburbs are not robust enough for future developments. In order to meet these challenges, much more surface water must be managed in the terrain than what is the current practice in many places.

In a needs mapping phase for the project, Bærum Municipality found that there are very many good, innovative systems in the market that, in total, will contribute to future orientated surface water management. The challenge seems to be that the municipality does not have a good enough system for overall thinking, making the correct choices, seeing separate construction projects in relation to this, and commissioning the correct measures.

Requirement: tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— Norwegian companies: company registration certificate;
— foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
