The competition is implemented as a competitive dialogue and will have two phases:

Submission of basis for pre qualification. The contracting authority will select up to five tenderers who score highest in the criteria set in the tender documentation step 1.

Step 2: Selected tenderers will receive the comprehensive tender documentation. During the tender period, the contracting authority will invite each individual tenderer to participate in a dialogue about the tenderer's general ideas for the project, both for the planning area and the process. Thereafter, tenderers will have sufficient time to prepare final tenders.

The contract will be awarded to the offer that scores the highest on the criteria set in the tender documentation step 2.

That which will be delivered in this round is step 1 in the procurement, described in the prequalification documentation. Attached are the management documents we consider relevant in the prequalification phase as well as other relevant appendices. Tenderers should request to be sent other management documents (from the tender documentation phase 2) if it is desirable.

The final tender documentation for step 2 will be sent to the up to five tenderers who qualify to participate further in the competition. Minor changes make occur in the tender documentation step 2, which will then be explained in connection with the dispatch of the basis in the competition step 2.

Requirement 1 – Tax certificates

The tenderer shall have settled conditions in relation to payment of tax and VAT.

Documentation requirement:

Tax and VAT certificates

A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no.

The certificates must not be older than 6 months, from the tender deadline.

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.

Requirement 2: Registration in a trade register or company register

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Norwegian tenderers: Company Registration Certificate

Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement 3: economy

The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

Documentation requirement:

Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company with character A (credit worth) or equivalent or better rating. The report must be based on the last known fiscal figures. The date must be clear.

Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 4: Quality management system.

A good and well-functioning quality management system is required for the requested services.

The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Documentation requirement:

Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.

Requirement 5: Experience

Very good experience from equivalent assignments is required.

The tenderer will describe three relevant reference projects (with the same complexity as this assignment). The tenderers role in the project, the project duration, which of the tenderer's disciplines participated, the project costs, and the tenderer's remuneration limit must be described.
