Vy Group is now initiating a procurement process for processing and settling payments (incl. settlement to third parties/TSPs) for the digital channels (ECOM and APP).
The intention of the payment solution is that the consumer shall be able to pay for the multi-modal journeys in a single step and with their preferred payment method, while Vy Group at the same time is excluded from handling and managing third-party funds, over and above providing the required settlement instructions and facilitating any required know your customer (KYC) and anti-money laundering (AML) process when onboarding new third parties and TSPs to the solution. The tender includes three services:
1) Payment Service Provider
2) Acquiring Bank
3) Settlement Facilitator.
The services collectively can best be described as a payment solution for marketplaces and / or a payment solution with split payment functionality.

Aquiring:
The tenderer (or any relevant sub-contractor) shall have the necessary rights from Visa and the tenderer must be a legally established enterprise.
If the supplier relies on other businesses/sub-contractors to fulfil the requirements in clause 5.2. the supplier shall submit a commitment statement that the supplier has the resources of the other companies in the event of delivery of the goods or services.

The tenderer shall accept to comply with Appendix J – Vys code of ethical conduct for suppliers.
The tenderer (or any relevant subcontractor) shall have the necessary rights from Visa and MasterCard to act as an acquirer for these schemes.
The tenderer (or any relevant subcontractor) must be licensed to (e-money, payment institution, banking or equivalent) and able to meet the required compliance model for managing third party funds in each of the relevant markets (Norway and Sweden) or must be able to establish this prior to the launch of the service.

Rejection and limitation
For rejection of tenders the provision in §§ 20-1 and 20-7 and 20-10 in the utilities regulations apply. Tenderer that are not qualified, or not selected is rejected or qualified, will receive a notification to that effect with a brief reasoning.
The time limit for interlocutory measure concerning a decision to reject or not invite a tenderer is 15 days after the notification as set out in clause 7.1 is sent.
For rejection of tenders the provision in §§ 20-1 and 20-8 to 20-10 in the utilities regulations apply. The contract will, at the earliest, be entered into after a standstill period from the date the notification according to clause 10.1 is sent. If the notification is sent electronically, the standstill period shall be 10 days, if sent otherwise the period shall be 15 days.
