Parallel Framework Agreements for Emergency Accommodations

UDI [the Norwegian Directorate for Education and Training] shall enter into parallel framework agreements for emergency accommodations through one nationwide call for tenders.
The purpose of the call for tenders is to give UDI [the Norwegian Directorate for Education and Training] the opportunity to provide asylum seekers with adequate accommodations even in situations with increased arrivals of asylum seekers to Norway. The framework agreements must cover the requirement for accommodations of asylum seekers that the reception system does not have the capacity to cover.
The emergency accommodations shall normally accept residents from Nasjonalt Ankomstsenter [the National Arrival Centre] or from transit centres.

Kort beskrivelse:
The requirements for the service are mainly restricted to the accommodation service and cannot be compared with the operation of reception centre for asylum seekers. The period of residency in emergency accommodation shall be of a short-term nature and restricted to the time required for getting a place in an ordinary reception centre.

The accommodation must be modest, sufficient and must satisfy the basic needs of the residents, and their needs for safety and security. The content of the service is stated in Appendix 1 — Requirements for the operation of emergency accommodation.
Accommodation locations must have a minimum of 70 and a maximum of 250 places.
The framework agreements will be signed for 2 years, and the contracting authority has the option for extending the contracts for further 1 + 1 year.
When the need for emergency accommodation arises, the Norwegian Directorate for Education and Training will make so-called call-offs against the agreements. See point 3 in the framework agreement. See Appendix 4 — call-off agreement regarding the duration and termination of the call-off.

In a situation of mass arrivals, some residents may not be able to adequately use the offered accommodation. The places of accommodation must therefore be of a modest standard and be furnished to endure some wear and tear.
The places of accommodation must comply with the universal design requirements applicable to the relevant business.
