The Agency for Water and Sewage (VAV) is responsible for hydraulic modelling in Oslo Municipality. The responsible comes under the function tactical plan (FTP), which is organised in the analysis and investigation section. VAV carries out hydraulic modelling of the water, sewage and surface water network. In addition the agency now develops models for the city's rivers. VAV has broad competence itself in the hydraulic models, and has its own employees that work on the development of them.
One of FTP's main assignments is to develop sewage models, including surface water pipelines, which see to optimum use of them in all of VAV's organisation and for collaboration partners. There is now a need for consultancy services in order to develop sewage models in cooperation with VAV.

Requirement:
The tenderer's tax and VAT payments must be in order.
Documentation:
— certificate for tax and VAT that is not more than six months old. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration;
— foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation:
— the entity's annual financial statements or extracts thereof if the publication of the annual financial statement is required in the country where the tenderer is established.

— an overview of relevant services carried out in the last 3 years. The overview must state the time and location of the work, value, nature of the work, degree of difficulty, and the name of the contracting authority.
— Tenderers must have good competence and good capacity.
— a description of the tenderer’s average annual workforce;
— a description of the the technical personnel that the tenderer has at disposal for assignments under the framework agreement.
