In the start and run a voluntary organisation project, we would like to achieve a broad and joint understanding of the challenges that volunteers and voluntary organisations experience when they meet the general public. The voluntary sector finds that interaction with the public sector is time and resource demanding and not very coordinated. All of the challenges are seen as an obstacle to using as much of the resources as possible in the voluntary sector on voluntary activity. The problems are complex and involve, amongst other things, law, technology, organisation, financing and consideration to users.

Start and run a voluntary organisation.
In the start and run a voluntary organisation project, we would like to achieve a broad and joint understanding of the challenges that volunteers and voluntary organisations experience when they meet the general public. Reports have been prepared that describe the current challenges for voluntary organisations. In addition, there are challenges within the public sector that are connected to coordination with the voluntary sector. A lot of voluntary work is carried out in municipalities, with support from the individual municipalities. We would like to see these challenges as a whole so that we can find the challenges that are most pressing and which are good candidates for connected services. Approaches to connected services can be based on the eco system and its actors and a platform mentality. We would like to explore concrete challenges further with testing throughout the project.

Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
The contracting authority is the Brønnøysund Register Centre.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 4 350 000 + an option for up to NOK 4 350 000 excluding VAT. Addition: option for a documentation assignment NOK 300 000.
Contract duration: the contract will run for 1 year with the opportunity to extend for up to 1 year + 1 year.
Estimert verdi eksklusive mva: 4 350 000 NOK 💰
Varighet: 12 måneder

The contract can be extended for up to 1 year + 1 year and it can have an option for up to NOK 4 350 000. The option can be triggered fully or partially during 3 years.
