The project
So that the Police can continue to have the trust of the population in the long term, and to fulfil the population's requirements and expectations of availability, we must be able, to a greater degree, to put the user (the citizen) at the centre of the development of our services. At the same time, we must also be prepared to provide more for less in the future, and must, therefore, be more efficient in the execution of our services and resource allocation.

The intention of the Directorate of Police is that the StimuLab project will help the organisation rethink and strengthen the outside-in perspective in all of the police's development processes. The work will increase our innovation competence and contribute to getting the organisation on an important cultural journey by thinking in new ways where solutions are based on the population's real needs.

The StimuLab project will be a sub-project in the already ongoing channel strategy work in the Directorate of Police. The sub-project has been named 'Voice of the Citizen'. The result of the StimuLab work can be a service, tool, method, and/or process. It is important that the StimuLab work gives us both experience and knowledge that we can use in the development of the Norwegian Police.

Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
The contracting authority is the Directorate of Police.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 2 500 000 + an option for up to NOK 2 500 000 excluding VAT.
Contract duration: The contract will run for one year with the opportunity to extend for up to 1 year + 1 year.
Estimert verdi eksklusive mva: 2 500 000 NOK 💰
Varighet: 12 måneder

The contract can be extended for up to 1 year + 1 year and have an option for up to NOK 2 500 000 million. The option can be triggered fully or partially during 3 years.

Economic and financial capacity
Description of requirements/documentation:
The tenderer must have the sufficient financial strength to fulfil the contract. Documentation requirement: tenderers (i.e. the company that has submitted the tender) must attach a credit rating from a certified credit institution/company. The credit report must be based on the last known accounting figures. This credit assessment must include a credit rating, (including a credit rating, part judgement and historical rating) and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a score lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered. Newly established service providers can present a bank declaration as proof of credit worthiness.

Technical and professional qualifications
Tenderers have, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to 3 years experience and can take experience from the period before the last 3 years into consideration.

Capacity and professional qualifications requirement: The tenderer is required to have sufficient capacity and professional qualifications to be able to implement the assignment in a good way. See the competency requirements and competency needs listed in Annex 1 of the contract, Chapter 10. Tenderers can also propose other additional competences that can be relevant for the project, in addition to those that are proposed. Any additional competences that are proposed must be justified. If the competence requirements require collaboration between several tenderers, they must first have a binding agreement that ensures that the contracting authority only has one contract party and one point of contact. It is possible to submit proposals for up to 10 consultants in the prequalification. The team must be clarified in phase 2 — the tender contest.
