The project
This project will address a well-known but unsolved challenge: the majority of the Norwegian population rarely or never goes to museums. It is a democratic challenge that the public cultural dollars do not benefit the entire population. We want to examine what it will take for the museum offerings to be experienced as accessible and relevant to non-museum-goers. We have selected children and youth in Oslo as the target group and assume that the work will have transfer-value to other target groups.

Through this project we want to examine what is involved in working with user-oriented innovation in the arts sector and how such a work form can contribute to ensuring the relevance of the museums in a society undergoing change, as well as contribute to justifying and showing the value of the use of public funding for arts and culture.

We need assistance to see ourselves from an outside point of view and examine how the museums’ social assignments can be solved in new ways.
Objective of the procurement
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
The Arts Council Norway is the contracting authority.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 1 800 000 plus an option for up to NOK 1 800 000 excluding VAT.
Contract duration: the contract will run for one year with the opportunity to extend for up to 1 year + 1 year.
Estimert verdi eksklusive mva: 1 800 000 NOK 💰
Varighet: 12 måneder

Description of requirements/documentation:
The tenderer must have the sufficient financial strength to fulfil the contract.
Documentation requirement: the service provider (i.e. the company that has submitted the tender) shall enclose a credit rating from a certified credit institution/company. The credit report must be based on the last known accounting figures. This credit assessment must include a credit rating, (including a credit rating, part judgement and historical rating) and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a score lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered. Newly established service providers can present a bank declaration as proof of credit worthiness.
