The project
Our challenge is that a large number of pupils do not complete sixth form education. The Grunerløkka District has been one of the districts in Oslo with the highest drop-out rate from sixth form education in the last 10 years. The district already uses a lot of resources on drop-out work, but has not succeeded in identifying the solution for the high drop-out rate, nor has it increased the number who complete sixth form education.

Many youths in the Grunerløkka district have difficult living conditions and our desire is that the youths can get quick and correct help when they need it — without being a ‘ping pong ball’ between different services. We see that we have to find new ways of working and develop more accurate methods of working and offers that give the desired effect — across services and sectors.

We would like to use this StimuLab project to get new solutions and the possibility to rethink roles, systems and services. We would like efficient systems for cooperation across services and between the district and department. Lastly, but not least, we would like a concrete tool that helps us to work efficiently, coordinated and seamlessly — together.

Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility
The contracting authority is the Grünerløkka District.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 2 000 000 + an option for up to NOK 2 000 000 excluding VAT.
Contract duration: the contract will run for one year with the opportunity to extend for up to 1 year + 1 year.
Estimert verdi eksklusive mva: 2 000 000 NOK 💰
Varighet: 12 måneder
