Facilitated transport (Norwegian abbreviation: TT) is a service for people who, due to illness or disability, cannot use the ordinary public transport service. Vestland County needs to coordinate the service into a new service, where we want to simplify the application process for the user and increase the efficiency of case processing. At the same time, there is a need for better collaboration between a number of participants in order to have a good transport service for the user. We have to look at the user journey from A to Z.

The project
The StimuLab project is a local project for Vestland County, but we aim at involving more Counties, and a goal that the project shall explore systems that all Counties in Norway can use.
We hope that the project can result in a better and more efficient and streamlined application and case handling process for the TT service, and a plan for further process when the StimuLab project is completed.
Objective of the procurement.
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.

The contracting authority is Vestland County — the department for mobility and public transport.
The Norwegian Digitalisation Agency (Digdir) is carrying out this procurement on behalf of the contracting authority, as part of StimuLab.
Budget: NOK 1 300 000 + an option for up to NOK 1 300 000 excluding VAT.
Contract duration: the contract will run for 1 year with the opportunity to extend for up to 1 year + 1 year.
Estimert verdi eksklusive mva: 1 300 000 NOK 💰
Varighet: 12 måneder
