Operations Operator for the Government's Property at Adamstuen

Statsbygg

Statsbygg requests tenders for operational services (operations operator) for the government's property at Adamstuen.
The Norwegian University of Life Sciences (NMBU), the Veterinary Institute (VI) and the Food Safety Authority — the veterinary milieu — currently have premises in the government's property at Adamstuen in Oslo. The premises will now be vacated due to the co-location project at NMBU in Ås. According to the plan, NMBU and VI will move around the turn of the year 2020/2021. The Ministry of Local Government and Modernisation (KMD) has given Statsbygg the task of selling the property on behalf of the government.
An information meeting/site survey will be held for this contract. This is described in more detail in the tender documentation.
A contract will be signed for a period of 1 year with Statsbygg retaining the right to extend the contracts for a further 3 years, for 6 months at a time. The contracting authority has the right to hand over the contract in full or partially to one or several contracting authorities of the property on the same terms.

The operation must be on two levels: with use/tenants and without use/tenants.

The operational assignments for the area without use/tenants will mainly be weekly checks and inspections of the technical installations and checks that all the pre-defined air volumes, pumps, emergency power, etc., are normal in the control plant. All areas and technical rooms must also be checked. See the attached drawings.

Beskrivelse av fornyelser:

2 years, 6 months at a time.

A new property owner can take over the contract for 2 years, 1 year at a time. The contract has a total duration of up to 5 years.

Tenderers are required to be credit worthy and have satisfactory financial implementation ability.

The size of the turnover, seen in relation to the contract value, can be emphasised.

Teknisk og faglig kapasitet:

1) Tenderers must have secure implementation ability and suitable staffing to execute the assignment.

Overview of the tenderer's workforce, with an overview of job categories. The overview must include education.

A statement of the proportion of the contract that must be executed by sub-contractors. The tenderer must in such event present a statement of commitment from the sub-contractor that the tenderer intends to involve in the agreement.

This overview is to be submitted in an excel tab. NB: CVs must not be attached.

2) Tenderers must have experience from assignments with a transferable value to this contract.

Documentation Requirement

Overview of up to 5 relevant reference assignments carried out in the last 5 years, with specification of the contracting authority, size of the assignment, contract value and time frame for execution.

References must be given and Statsbygg must be given permission to contact them.
