Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— tenderers must be a legally established company,
— tenderers must confirm that they comply with this requirement when submitting their tenders,
—tenderers must present the following documentation proof if requested by the contracting authority.
Norwegian tenderers: company registration certificate.
Foreign companies: documentation proving that the company is registered in a trade or business register as stated in the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic capacity to implement the contract.
The contracting authority will obtain a credit rating from Experian.
Credit worthiness will be sufficient to meet the requirement.
If in doubt, the contracting authority can obtain further information from tenderers.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity by presenting any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
— tenderers must have experience from relevant assignments,
— tenderers must confirm that they comply with this requirement when submitting their tenders,
— tenderers must present the following documentation proof if requested by the contracting authority: a list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, dates, a brief description of the assignment, as well as the name of the public or private recipients.

A tenderer who is newly established and cannot submit references must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment.
Newly established tenderers can document fulfilment of the requirement by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
In addition to the documentation that the tenderer has submitted, the contracting authority may emphasise its own documented experience with the tenderer.

— tenderers must present the following documentation proof if requested by the contracting authority,
— tenderers must give an account of how sufficient capacity for this assignment will be ensured.
Among other things, a staffing plan must be submitted for the assignment, showing the number of employees, hired persons, etc.
