The assignment includes operational and maintenance assignments related to electrical installations, with functional responsibility for some of the assignments on county roads, and county foot/bicycle paths with accompanying side installations, side areas, equipment and installations in parts of Innlandet County in accordance with the list of objects given in chapter D2-V. The geographical area covered by the contract is indicated in chapter D2-S01.

The most important systems and installations that are covered by the assignment consist, among other things, of:

— street lighting installations,

— street lighting installations — VTP,

— traffic signal installations,

— traffic control systems in the open air,

— pumps,

— heating cables,

— picnic areas,

— electrical installations on quays,

— internal inspections of electrical installations.

The assignment includes, amongst other things, inspections, function testing and internal control as well as periodical work, repair of damage and replacement/installation of objects. The assignment also includes registration, planning of the work, contingency, documentation, reporting to the builder and handling of other assignments that are necessary for the operation and maintenance of electrical installations on the road network.

Økonomisk og finansiell stilling:

Qualification Requirement:

Tenderers must have good economic and financial capacity to fulfil the contract. This involves fulfilling the following requirements:

— tenderers must have an equity ratio of at least 5 %,

— an average annual turnover of minimum NOK 25 million for the three previous financial years.

Documentation requirement:

The tables in chapter E2 must be completed. The contracting authority will check the stated amount with publicly available information.

Qualification Requirement:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work.

The main disciplines included in the assignment:

Operational and maintenance assignments for electrical installations along roads.

Technical automation work on control systems for road equipment such as signal installations and automatic warning installations connected to VTS East.

Tenderers must be legally registered for the required disciplines in accordance with 'the Safety regulations related to the maintenance and operation of electrical installations and equipment - FOR-2013-06-19-739'.

Documentation requirement:

Copy of registrations and authorisations.

A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last 5 years, calculated from the tender deadline. The list shall, c.f. the form included in chapter E, include the following for each of the contracts:

— name of the recipient (contracting authority),

— description of what the contract work included, including its relevance for the qualification requirements, points 1 and 2,

— what work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators),

— the date of the delivery,

— the value of the contract,

— reference person/contact person at the contracting authority with contact data (telephone number and email address), and a statement of the person in question's role at the contracting authority during the contract. The contractor is responsible for

the reference person being available to provide a reference.

The builders' experiences:

Qualification requirement:

Innlandet County and other builders' experiences with the tenderer will be assessed.

Tenderers are required to show references for relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions that will be evaluated are connected to i.a.:

— documentation of completed quality,

— fulfilment of contracts,

— compliance with provisions and procedures for HSE,

— compliance with provisions for wages and working conditions,

— observance of deadlines,

— follow up during the warranty/claims period,

— use of apprentices.

The qualification requirement is to be documented through the list described above in point 2.4.1.

The contracting authority will go through the above bullet points with the references.
