The Norwegian Agency for Public and Financial Management (DFØ) would like to enter into a framework agreement for the procurement of strategic and operative communication services with one tenderer.
DFØ's different divisions have many different communication needs and projects of varying sizes, target groups and time perspectives. DFØ can have a need for simple communication assistance that can be used when there is a need for extra resources.
Examples of assistance are general communication advice, strategic communication planning, or help with the implementation of concrete measures.

DFØ would like to enter into a framework agreement for the procurement of strategic and operative communication services with one tenderer.
DFØ's different divisions have many different communication needs and projects of varying sizes, target groups and time perspectives. We can have a need for simple communication assistance that can be used when there is a need for extra resources.
This can, for example, be general communication advice, strategic communication planning, or help with the implementation of concrete measures.
Tenderers must have good relevant competence and experience in communication services and must be able to offer competence in minimum the following fields:
— strategic communication advice, including communication strategy;
— communication plans, target group analysis and measuring effects;
— editorial services, media training, and crisis communication;
— presentations, communication of results, and message development;
— visual means such as videos, illustrations and models;
— project management.
Varighet: 24 måneder

Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to be a legally established company. Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirements:
Tenderers must attach a description of the tenderer's organisation, company structure, ownership structure and business area. A company registration certificate must be attached for Norwegian companies.
Foreign tenderers must present verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The chosen tenderers must submit a tax certificate for paid VAT and tax. This only applies if the chosen tenderers are Norwegian. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the contest.

Satisfactory finances are required to carry out the assignment. A credit rating is therefore required, which must include a credit rating, part judgement and historical rating. The credit rating shall be carried out by a publicly certified credit institution.

The credit rating must not be lower than score A (creditworthy) or equivalent if a different form of score is used (assessment of figures). Tenderers with a rating lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered.

Documentation requirements:
Tenderers must enclose a credit rating from a certified credit institution. The credit report must be based on the last known accounting figures (annual accounts 2019). The credit report must not be older than six months from the tender deadline.
