The Norwegian Agency for Public and Financial Management (DFØ) is holding an open tender contest where the objective is to enter into a framework agreement for services within service design.
DFØ is located in Oslo, Stavanger, Trondheim and Harstad. Three framework agreements will be signed, which will be valid for each of the three office locations in Oslo, Stavanger, and Trondheim respectively, i.e., one framework agreement will apply for each office location/town. If there is a need for service design services at our office in Harstad, we will use the framework agreement that has been signed for Oslo.

DFØ is located in Oslo, Stavanger, Trondheim and Harstad. Three framework agreements will be signed, which will be valid for each of the three office locations in Oslo, Stavanger and Trondheim. If there is a need for service design services at our office in Harstad, we will use the framework agreement that has been signed for Oslo.

Each office location is subject to three separate contests. It is therefore up to each tenderer to decide how many office locations a tender will be submitted for.

In this contest we request competence connected to service design and process management/facilitation. Courses/training for our employees can also be required.

Tenderers must be competent consultants in service design, with competence within:

• practical process management/facilitation, both digital and face-to-face;

• adapted tools and support;

• guidance and training.

The assignments will vary in scope and duration. We would like tenderers that see the value of being acquainted with DFØ over time.

Assistance will be required in the following areas, but not limited to:

• planning and implementation of concrete service design projects;

• assist with advice connected to all or parts of service design projects;

• strengthen competence in service design in DFØ;

• assist with one or several of the phases in the double/triple diamond; diagnosis, investigate, define, develop, and delivery;

• ensure good processes and tools for service design in DFØ's context.
