Building F is included in the contract as an option and shall only be activated if the cost of the entire project, new construction and renovation is within the politically agreed framework. The contracting authority shall have the option to activate the option upon signing of contract for BT1 up until the date for takeover for building E.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement related to the tenderer's tax and VAT payments.
Requirement:
The tenderer's tax and VAT payments must be in order.
Documentation requirement:
— Certificate for tax and VAT that is not more than 6 months old from the deadline for receipt of tenders. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Tenderers must have sufficient financial capacity to carry out the assignment.
During the evaluation, we will i.a., but not exhaustively, place weight on:
— each of the 2 fiscal years (2018 and 2019) must have documented operating revenues of minimum NOK 200 million.
Documentation requirement:
— the contracting authority will obtain a credit rating based on the last known fiscal figures;
— the contracting authority reserves the right to obtain other documentation from the tenderer if this is necessary to evaluate the requirement.

Teknisk og faglig kapasitet:
Capacity
Requirement:
The turnkey contractor must have the capacity to carry out the assignment.
Documentation requirement:
— a statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years;
— an overview of the turnkey contractor's total available capacity for project administration, design, execution and expected available capacity for the services included in the contract.
The requirement shall be documented by presenting:
• a competence matrix, and
• an organisation chart.
Individual CVs do not need to be submitted.
Experience
The tenderer must have experience from assignments of a relevant nature, complexity and scope.
The assessment will, amongst other things, but not exhaustively, emphasise experience from:
• execution of several major turnkey contracts;
• a certification from the BREEAM system showing ‘very good’ as a turnkey contractor.
An overview of the tenderer's most important, relevant deliveries during the last 5 years. A minimum of three and a maximum of five reference projects shall be submitted.
The overview must state:
— a brief description of the assignment/delivery with a description of the nature of the executed work;
— contract value (excluding VAT);
— type of contract and contract form;
— date and location of the execution/implementation;
— a verification document from BREAM showing a rating of ‘very good’;
— the name of contact person (reference) at the recipient of the contract/delivery, with an email address and telephone number;
— services to public contracting authorities must be documented by certificates issued or confirmed by the authority in question.
If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
The contracting authority reserves the right to contact the listed references.
A description of projects is to be given by completing Annex 01 ‘Mal for prosjektoversikt’ (‘Template for Project Overview’).
Individual person's CVs shall not be submitted here.
Requirement related to the tenderer’s experience:
The tenderer must have a well-functioning quality management system adapted to the assignment/contract.
• The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures. The documentation can describe the following points as well as the name of the system:
(a) the organisation's quality policy and quality goals;
(b) the work processes and work procedures that are relevant for the content of this contract;
(c) the method that safeguards systematic measurements of customer satisfaction and continual improvements of performance. Documentation can be requested.
• Alternatively: the tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
Requirement related to the tenderer’s environmental management system:
The tenderer must have a satisfactory environmental management system adapted to the content of the contract.
• Tenderers must present a description of the tenderer’s environmental measures.
The description can include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.
The procedures and the check-lists must show how the tenderer meets the requirements for the external environment in accordance with the internal control regulation and pollution control act. Tenderers can document that the system is regularly reviewed, and that they have an active system for deviation management and improvements. Documentation can be requested. Maximum 600 words.
