FLO [NDLO, the Norwegian Defence Logistics Organisation] needs to enter into four framework agreements with the purpose of covering the users’ need for mess and service uniform items.
— Lot 1: Framework agreement for the purchase of head-wear;
— Lot 2: Framework agreement for the purchase of leather products;
— Lot 3: Framework agreement for the purchase of suit shoes;
— Lot 4: Framework agreement for the purchase of gloves.
The contracting authority estimates that the value of lot 1 is NOK 80 million excluding VAT over 4 years.
The contracting authority estimates that the value of lot 2 is NOK 15 million excluding VAT over 4 years.
The contracting authority estimates that the value of lot 3 is NOK 37 million excluding VAT over 4 years.
The contracting authority estimates that the value of lot 4 is NOK 4 million excluding VAT over 4 years.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Norwegian tenderers:
— Company Registration Certificate
Foreign tenderers:
— Verification showing that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.
Minste nivå(er) av standarder:
A credit assessment from a certified credit appraisal agency based on the last fiscal figures. The rating must not be older than three (3) months.
Teknisk og faglig kapasitet:
Tenderers must have good experience from equivalent assignments.
For lot 1, comparable deliveries means delivery of head-wear of an equivalent nature.
For lot 2, comparable deliveries means delivery of leather products of an equivalent nature.
For lot 3, comparable deliveries means delivery of suit shoes of an equivalent nature.
For lot 4, comparable deliveries means delivery of gloves of an equivalent nature.
Tenderers must have a good and well functioning quality assurance system.
Tenderers must have a good environmental management system.
Minste nivå(er) av standarder:
Overview of the tenderer's three (3) most relevant assignments/contracts in the last three (3) years. In order to ensure sufficient competition, documentation of deliveries/contracts that the tenderer carried out more than three (3) years ago can also be taken into consideration. Tenderers must document fulfilment of the requirement for each lot a tender is submitted for.

The description must cover all parts of the delivery process, from the procurement of the material/raw material to when the product is delivered. The description must be a maximum of two (2) A4 pages. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
