Category 1: General procurements, primarily within goods and services,
Category 2: Property related procurements,
Category 3: ICT procurements/projects.
A framework agreement will be signed with A and B suppliers in each category.

Kort beskrivelse:
The assignments will vary in size and scope and will depend on the adopted investment and operations budget. The assignments that the consultants will have to assist with will primarily be in teams with one of NRK's own purchasers, but consultants must also anticipate taking full purchasing responsibility for an assignment in collaboration with NRK's internal specialists/ordering authorities. If needed, the consultant(s) must be prepared to have a permanent office space at Marienlyst during the execution of the services. Typical examples are:

4.2 Mandatory requirements (taxes and duties)
Qualification requirements:
Tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement:
Tax certificate or equivalent from the country where the business is registered, not older than 6 months.
4.3 The tenderer’s organisational and legal position
Tenderers must be a legally established company.

Økonomisk og finansiell stilling:
4.4 Economic and financial capacity
Qualification requirements:
Sufficient economic and financial capacity to be able to fulfil the contract.
The economy is evaluated on the basis of an overall assessment based on the following parameters: profit level (preferably above 5 %), liquidity ratio (preferably above 1), solidity (preferably above 20 %) and debt ratio (preferably below 5).
Documentation requirement:
Income statement and balance sheet for the last two completed financial years (with auditor's report) and any current accounts for newer periods that are not complete.
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service. This evaluation must not be more than three months old from the application deadline and must be based on the last approved accounts and give information about credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

If the tenderer has justifiable reasons to not present the documentation that the contracting authority requires, a guarantee from a parent company can be presented fulfilling relevant qualification requirements or other alternative documentation in the form of a statement from the auditor or finance institution that is satisfactory in order to fulfil the documentation requirement.

4.5.1 Quality assurance, methods and tools
Qualification requirements:
Tenderers must have good methods and procedures as well as relevant experience in utilisation of IT tools for their procurement processes.
Tenderers must have good quality assurance procedures and methods.
Documentation requirement:
1) documentation including a brief description of the tenderer's methods and procedures;
2) description of IT tools;
3) description of established quality assurance system. Any certifications can be submitted in addition to the description.
4.5.2 sufficient competence and experience
Tenderers are required to have sufficient capacity to implement comprehensive deliveries as described in this tender documentation and annex, including good implementation ability, good professional qualification and broad general experience from equivalent deliveries, nature and complexity within the category/the categories for which the tender offer is being made.

An overview must be given of the number of employees in the company and the number of employees with relevant professional competence that the tenderer has at disposal to fulfil the contract. The organisational chart must be included in the description.

An overview must be given of a minimum of three and maximum of five of the tenderer's most relevant reference clients during the last 3 years with information about:
— contracting authority, including contact information at the contracting authority (name, position, email and telephone),
— contract value of the assignment,
— the company's assignments/roles,

The reference must be labelled according to which of the three categories they belong. There must be a minimum of one reference per category.
The references will be contacted and checked.
CVs of individual persons are not requested under this criteria.
