A multimodal radiology laboratory at NMBU Sandnes and SEARCH will be equipped with fully integrated CT-/ angio intervention equipment including a large screen, external patient monitoring and possibly ultrasound equipment. The laboratory is located adjacent to the operating theatre. It must be suitable for examinations of patients (mainly pigs of different weight categories, but also mannequin simulators and possibly other animal species). The buyer wishes to establish a cooperation agreement with the supplier of the equipment enabling joint research and development commitments at the laboratory.

In point 1.1, SEARCH and its cross-disciplinary approach was emphasized. Biomedical models are used for testing of equipment, development of new methods and increasing knowledge regarding diseases. Pigs are highly suitable models due to physiological and anatomical similarities to humans. SEARCH also has a very clear veterinary medicine profile working closely together with the agricultural industry including Norsvin and Felleskjøpet and private organisations on relevant research areas within pig medicine including biotechnology, pathology and feeding strategies As an example, SEARCH cooperates with Norsvin, a company that use CT scanning as means for selection of breeding animals.

The multimodal laboratory at SEARCH will be a test-lab for new equipment and concurrently a place where multidisciplinary cooperation between human and veterinary medicine personnel can practice on state-of-the-art equipment using patients connected to medical equipment (anaesthetized patients connected to a respirator). It is important that the equipment is provident ensuring high learning outcomes. Det vil bli lagt vekt på optimal funksjonalitet ved undersøkelser av pasienter med mye medisinsk utstyr (respiratorpasienter).

The equipment must be suitable for numerous applications, e.g. vascular angiography and intervention, non-vascular intervention with and without anaesthesia, heart examinations including coronary angiography, cerebral vascular angiography and intervention, abdominal organ intervention including the urinary tract and biliary ducts, in addition to venous diagnostics and treatments. The equipment will also be applied by orthopedists and oncologists, it will be used for placement of stent grafts, within emergency medicine and trauma (including complete and partial scans), examinations of tissue compositions (bone, fat, soft tissue and muscle), and possibly tissue and/ or drilling sample compositions (chemical and mineral compositions/ concentrations including zinc and iodine).

The equipment will be used on pigs of different weight classes and mannequin simulators, and possibly other animal species including fish and dogs.

Requirement:

Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement:

The tax certificate must not be older than 6 months calculated from the deadline for submitting a request for participation.

For Norwegian tenderers:

Tax and VAT certificate issued by the Tax Office via Altinn.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The tenderer must enclose the company’s Annual Financial Statements with notes and auditor’s reports from 2018 and 2019. If the Annual Financials Statement for 2019 are not completed when the tenderer must submit documentation for this requirement, the preliminary Annual Financial Statement for 2019 must also be enclosed.

The contracting authority reserves the right to carry out a credit assessment.

Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Tenderers must have the adequate implementation ability.

Documentation requirement:

A short, general description of the company shall be given, including:

An account of the company’s business concept and core competencies related to the scope of the delivery.

An overview of the company’s history, organisation and ownership, as well as a description of the current business.

Description of how the tenderer is organised for the execution of this contract.

A concise description of the overall quality assurance system that the service provider will use for this contract.

Tenderers must have good experience from equivalent assignments.

Certificates from similar deliveries during the last 3 years. The certificates should be signed or confirmed in writing by the contracting authority for the different deliveries, and as a minimum shall include:

A brief description of the assignment.

Date of implementation.

Scope of the contract in monetary amount.

A radiology angio/intervention laboratory will be fitted out with state-of-the-art integrated CT/angio equipment and integration of patient monitoring and possibly ultrasound for NMBU and the SEARCH centre in Sandnes. The laboratory is located adjacent to the operating theatre. It must be suitable for examinations of patients (mainly pigs of different weight categories, but also mannequin simulators and possibly other animal species). The buyer wants to enter into an interaction contract with the supplier of equipment enabling research and development work of equipment and techniques at the laboratory.

In point 1.1, SEARCH and cross-discipline were emphasised. Biomedical models will be used for testing of equipment, development of new methods and increasing knowledge in relation to pathology. Pigs are the animal model most used as they have many physical and anatomical similarities to people. SEARCH also has a clear veterinary medicine profile and one works closely with the agricultural industry, both cooperating organisations such as Norsvin and Felleskjøpet and private actors to raise knowledge, particularly about the pig species. Biotechnology methods, pathology and feeding strategies are relevant focus areas. As an example, SEARCH cooperates with Norsvin that uses CT equipment for selection and research on breeding animals.

The multimodal laboratory at SEARCH will be a test-lab for new equipment and at the same time be a place where human medical and veterinary medical personnel can train on state-of-the-art equipment. It is important to SEARCH that the equipment package offered to the clients is future oriented and thereby gives users a particularly good learning outcome. Emphasis will be placed on optimal functionality during examination of patients with a lot of medical equipment (respirator patients).

The equipment must be suitable for numerous applications, e.g. vascular angiography and intervention, non-vascular intervention with and without anaesthesia, heart examinations including coronary angiography, cerebral vascular angiography and intervention, abdominal organ intervention including the urinary tract and biliary ducts, in addition to venous diagnostics and treatments. The equipment will also be used for orthopaedic and oncological intervention, stent grafts, trauma (including complete scan and partial scan), examination of tissue composition (knuckle, fat, soft tissue and musculature) and possibly tissue /drilling sample compositions (chemical compositions/mineral concentrations such as zinc and iron).

The equipment will be used on pigs of all ages and phantom/simulation dolls, possibly other animal species such as fish and dogs.
