New Tøyen Swimming Pool — K360 Air treatment work

Oslo Municipality c/o the Municipal Undertaking for Culture and Sports Facilities, hereafter called the contracting authority, invites tenderers to an open tender contest for the procurement of ‘New Tøyen Swimming Pool — air treatment work K360’. The New Tøyen Swimming Pool will replace the current Tøyen swimming pool. The new swimming pool is scheduled to be completed in the first quarter of 2024. The facility will contain both indoor facilities (approx. 15 000 m) and an outdoor swimming pool. The project is divided into multiple contracts. This procurement comprises a contract for air treatment work for the establishment of the New Tøyen Swimming Pool, based on NS 8405, as well as Oslo Municipality's accompanying contract formula. The work requires special coordination with the contract for the delivery and assembly of steel pools and the water treatment installations for all the pools, as well as outside and inside slides. K360 includes work with:
1) process cooling; and
2) air treatment:
(a) process cooling includes cooling installations and freezer installations,
(b) air treatment includes air treatment systems and aggregates, ventilation, fume collection, emergency ventilation, etc.

Tax certificate:
The selected tenderer will be required to present a tax certificate and a VAT certificate. The tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or tender. For building and construction contracts, the tenderer shall require an equivalent tax certificate from all subsuppliers when contracts are signed for the assignment with a value exceeding NOK 500 000 excluding VAT.

• Tenderers must have sufficient economic capacity to implement the assignment. The Contracting Authority will, under this point, assess credit worthiness, turnover, annual results, and key figures in the balance sheet.
• Annual minimum turnover of NOK 50 million.
Documentation requirement:
• The tenderer's latest annual financial statements or extracts thereof if the publication of the annual financial statements is required in the state where the tenderer is established.
• Credit ratings (no older than 6 months) (The Contracting Authority reserves the right to collect separate credit information).

Teknisk og faglig kapasitet:
Requirement:
Tenderers are required to have sufficient experience with the execution of equivalent assignments of equal complexity and scope at company level.
Documentation requirement:
A description must be given of 2-4 reference projects with a transferable value from the last 5 years, with information on, amongst other things:
• the name of the project,
• the Contracting Authority and a reference person,
• the project's size and cost,
• type of contract and the company's assignment/role in the project,
• type of works.
All of the above points are to be responded to per project.
In order to ensure sufficient competition, documentation of assignments carried out more than 5 years ago will also be taken into consideration.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contractual relationship will be governed in accordance with NS 8405 and the associated standard contract terms for Oslo Municipality. An interaction phase will be held after the contract has been signed.
The contract formula includes a number of provisions that focus on the Oslo model, with particular focus on a serious working life and the environment.
