Oslo kommune v/Utviklings- og kompetanseetaten

The aim is to procurement a joint time and hour registration system for Oslo Municipality's daytime employees, so that all the municipality's entities use the same system. Daytime employees here means employees who primarily work during the day in the period 7.00-17.00 over the course of five weekdays.
A new, modern time and hour registration system will enable integrations with the HR system (including the payroll module) and the finance system. The system must support better compliance of the law and agreements through both proactive and reactive inspections of breaches of the Working Environment Act (AML).

In addition the service will include set-up, configuration, adaptations, training material, migration, development of the system, operation and maintenance.

The contest includes an option to deliver the system for complicated resource planning for shifts, where employees' competence, .job percentage, and registered working hours are taken into consideration for planning the next 24 hour period.
The contest also includes an option to offer integration with the existing resource planning system (Visma GAT), or a bridge between the offered daytime system and the resource planning system, so that we have a general overview of the municipality's employees.

Beskrivelse av fornyelser:
The contract will be valid for 3 years from the delivery date, with an option to extend the contract for up to a further 1 + 1 + 1 + 1 + 1 + 1 + 1 year, to a maximum of 10 years in total. The contract will be automatically renewed for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The tenderer has the option to terminate the contract 12 (twelve) months prior to the notification of contract renewal.

This procurement allows tenderers to offer resource planning for shifts as an option if they want to do so, in addition to the daytime system. Oslo Municipality will consider to take up the option if the conditions permit this.
Oslo Municipality is one employer, and the procured system ought to give a total overview of working hours and absences for all employees. For example, it ought to be possible for Oslo Municipality, as an employer, to have an overview of employees with several employment contracts, e.g., shifts in one entity and daytime in another entity. If a tenderer only offers a daytime system, and thus does not provide a total overview of both daytime and shift employees, the contracting authority's need for a total overview must be solved in another way. Tenderers are encouraged to offer an option for a solution for this, e.g., an integration with the existing shift system, or a bridge between the offered system and the existing shift system (Visma GAT).

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
