The contest is for the delivery of food products to institutional households for the co-purchase parties mentioned in point 1.1.1.
The contract consists of the following product groups:
1) groceries — estimated annual volume NOK 35 550 000 excluding VAT. Frozen bread products are included in this group;
2) fish and fish products, fresh and frozen — estimated annual value NOK 4 750 000 excluding VAT;
3) fowl, poultry, egg and products thereof — estimated annual volume NOK 3 300 000, excluding VAT;
4) fresh vegetables, fruit and potatoes — estimated annual volume NOK 1 300 000 excluding VAT;
5) milk and dairy products — estimated annual volume NOK 17 000 000 excluding VAT. Meat and meat products, fresh and frozen — estimated annual volume NOK 13 200 000 excluding VAT.

Fresh bread is not part of this contract. Fresh fish and fresh fish products are not part of this contract. School fruit is not included in this contest. See skolefrukt.no. School milk is not included in this contest. See skolemelk.no. Milk delivered in a tank is not included in this contest. Nutritional drinks (for medical use) are not included in this contest. Value food is not included in the framework agreement, see www.verdimat.no. The contracting authority reserves the right to go outside the contract for the procurement of products that are purchased directly from the manufacturer.

Schools, nurseries, and other entities that do not have reception kitchen and industrial kitchen are not included in the contest. Unless individual co-purchase parties and the chosen tenderer agree on including small entities in this framework agreement's terms (option).

The procurement value is estimated to be above the EEA threshold. The estimated value is not binding for the contracting authority. The need is uncertain as the volume relates to a previous framework agreement. The volume will be dependent on i.a. the contracting authority's requirements, activities, budget and other framework factors. The volume can also increase due to increased participation of separate units. The value must be considered as an estimate and is not binding. Changes to the contracting authorities' procurement patterns, due to reforms etc., must be included in the framework agreement on the same terms as the original contract.

Lots/groups

Tenders can be submitted for one or several groups. Sub-tenders and alternative tenders cannot be submitted within each group.

A contract will be signed with 1 — one — tenderer per group.

The contracting authority retains the right to divide the contract between multiple tenderers and to assume all or parts of a tender.

Framework agreement.

The procurement will be regulated by the attached framework agreement.

The framework agreement will be valid from 22 September 2020 until 21 September 2021, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time.

The contracting authority will sign a contract with one or several tenderers. The contracting authority expects tenderers to familiarize themselves with the contractual provisions and make the necessary clarifications internally in readiness to sign a contract if awarded.

Tax and VAT certificates

Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507,previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 month olds.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing.

Requirements regarding the tenderer's economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement. If the tenderer is dependent on other companies in order to fulfil this qualification requirement, the required documentation for this must be presented. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.
