Hemsedal kommune

The contest is for a turnkey contract with collaboration for the construction of a new school building with technical rooms in the basement, necessary alterations to the existing school buildings, external playground and communal areas (activity areas), and the establishment P1, P2, P3 and parking by O11, see annex 12 Plan Map A3 area plan.
In addition, options have been added that must be priced in submitted tenders:
Fixed price index regulation
Expansion of the energy plant
Lighting system in the classrooms
Charging points for electric vehicles.

A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.
Lots/groups
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing up the assignment in accordance with PPR §19-4, but has decided that this is not suitable for this type of contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(ESPD: Del II A.e) The tenderer's registration, authorisation, etc.
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement: Norwegian companies: company registration certificate.
Foreign companies: verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
(ESPD: Part IV B.58-3) Other economic and financial requirements: economic and financial position.
Requirements regarding the tenderer's economic and financial standing: tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minimum requirement: credit worthiness without a security requirement will be sufficient to fulfil the requirement.
Documentation requirement: a credit rating based on the most recent financial figures. The rating must be carried out by a credit information company that has a licence to operate such services. The tenderer's turnover is to be documented by presenting the accounting figures, or a self-declaration, which show the total turnover for the last three available accounting years.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
(ESPD: Part II A.e) Certificates for Tax and VAT.
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met their obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has their headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 months old.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Teknisk og faglig kapasitet:

Tenderers must have sufficient relevant environmental competence, control systems, and routines for quality assurance to ensure that the service is carried out in an environmentally correct way and in accordance with relevant environmental requirements in the official legal requirements and the contract.
