Direktoratet for forvaltning og økonomistyring (DFØ) is holding a contest with negotiations for a contract with one tenderer who can cover our need for; the establishment of a new platform based on the latest version of Drupal, migration of the current internet services to this platform, operation of existing internet services on the new platform, and the development of new services.
In 2020 DFØ will take over ownership of some internet portals from Digdir, including anskaffelser.no, arbeidsgiverportalen.no, OK stat, Læringsplattformen, etc.
DFØ has some internet services in its portfolio, including dfo.no, intranett.dfo.no, statsregenskapet.no etc. These internet portals are mainly based on Craft CMS, React, Elastic, GraphQL, Qliksense, etc.
DFØ would like the new tenderer to establish a new platform on the latest version of Drupal, migrate the systems that DFØ currently has, and ensure that they are integrated with DFØ's source systems.

In 2020 DFØ will take over ownership of some internet portals from Digdir, including anskaffelser.no, arbeidsgiverportalen.no, OK stat, Læringsplattformen, etc. These Digdir internet portals and underlying systems/tools are mainlyl based on Drupal 7. These systems will be operated by Digdir on the existing platform until they are transferred to the new platform in DFØ, which is part of this procurement. Digdir is currently responsible for the development and operation of these internet services. We would now like to transfer this responsibility to a new supplier.

Tenderers are required to be a legally established company. Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirements:
Tenderers must enclose a description of the tenderer's organisation, company structure, ownership structure and business area. A company registration certificate must be attached for Norwegian companies.
Foreign tenderers must present verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tenderers must have a well-functioning quality assurance system.
A certificate or another description must be attached that verifies that the quality assurance system requirements are met If the company does not have certification, its quality assurance system must be described in sufficient detail so that the contracting authority can assess the system.

If the company is certified in accordance with ISO:9001, the quality assurance system requirement will be seen as fulfilled.
Økonomisk og finansiell stilling:
Satisfactory finances are required to carry out the assignment. A credit rating is therefore required, which must include a credit rating, part judgement and historical rating. The credit rating shall be carried out by a publicly certified credit institution.

The credit rating must not be lower than score A (creditworthy) or equivalent if a different form of score is used (assessment of figures). Tenderers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

Documentation requirements:
Tenderers must enclose a credit rating from a certified credit institution. The credit rating must be based on the last known accounting figures (annual accounts 2018 or from 2019 if available). The credit report must not be older than six months from the tender deadline.

A detailed description must be given of minimum three and up to five of the most important and relevant references in the last three years, which are in ordinary use. The references must be detailed in a separate attachment.
It must be clear which deliveries are references for the main supplier, and which are references for any sub-supplier(s).
