National Road 9 Besteland — Helle

The project comprises the construction of approx. 5 km of a new national road 9 on th stretch Besteland-Helle in Valle Municipality.
The work will, amongst other things, consist of removing matter, blasting, laying pipes (culverts, longitudinal drainage and conduits), asphalt work and railing work. The project also includes the construction of a new bridge at Besteland. The bridge has a span length of approx. 20 m. Bus lay-bys are to be established at Besteland and Helle. In addition, there will be alterations to turn the current national road into a local road from Besteland to Helle, as well as the construction of several service exits, natural stone walls, and the demolition of buildings.
A new foot/cycle path from profile 4530-5300 is also planned. This foot/cycle path is a separate option in the contract, due to the uncertainty of financing for this. The tenderer will be notified whether or not the option will be taken up by 1 February 2021, at the latest.
The project will be model-based.
Form of contract is performance contracting.
The contract type is unit price contract.

The new national road 9 will have a road width of 7.5 m. The project is part of a larger project that has the intention of constructing a road of the required standard and road width to get a central yellow stripe along the entire national road 9 from Kristiansand til Hovden. The goal of the project is to increase traffic safety and accessibility by improving corners, establishing soft side terrain, increasing the road's carrying load capacity, and improving visibility.

Legally established enterprise:
The tenderer must be a legally established company or a group
Of tenderers that must be a legally established company.
SHA system:
Tenderers must have a system that shows that they work proactively to ensure safety, health and working environment (SHA), with relevance for equivalent work as that comprised in this competition. The system will be subject to periodic review.
Accident frequency (H1-value)
The tenderer and their central contractual partners should have an average H1 value lower than 15 for the last 3 years.
If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 1 000 000.
Outer environment:
Tenderers must be certified or is in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and audit scheme for environmental management), or the eco-lighthouse certification scheme, with relevance to equivalent public transport projects.

Relevant experience:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:
1) Main disciplines included in the assignment: Road and bridge construction.
The Builders' experiences:
NPRA and other builders' experiences with the tenderer will be appraised tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Ability to fulfil contracts:
1) The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract, including Covid-19.
2) Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
