The route shows many signs of problems with tele and capacity failure. The road will be made new along the entire stretch with the existing road foundation and asphalt as part of the new road. The new road will be raised approx. 0.5 m and displaced approx. 1 m toward the east, otherwise there will be little change to the curvature. The stretch runs alongside Nisservatn. The terrain on the inside of the existing road has a unilateral fall towards Nisser all the way, the masses that will be excavated here for parts of the new road consist primarily of moors and rock, with a thin layer of vegetation cover. No studies have been conducted concerning the scope of rock/loose mass so it is assessed on how it looks. There is a mass disposal site in the line that is used with enough capacity.
Form of contract is performance contracting.
The contract type is unit price contract.

Railings: approx. 5 250 metres
Asphalt: area of 35 000 m
• wearing course Agb11, 30 mm,

Road foundation mass: approx. 30 000 m
Blasting in cuttings in borrow pits for road foundation masses: approx. 25 000 m
Trenches, loose mass/rock: longitudinal trenches for drainage pipes and conduits along the entire length; approx. 5 250 m. Some rock must be anticipated in the trench profile.
Excavations masses: approx. 45 000 m

Egnethet til å utøve yrkesvirksomheten:
Legally established enterprise:
The tenderer must be a legally established company or a group of tenderers that must be a legally established company.
SHA system:
Tenderers must have a system that shows that they work pro actively to ensure safety, health and working environment (SHA), with relevance for equivalent work as that comprised in this competition. The system will be subject to periodic review.
Accident frequency (H1-value)
The tenderer and their central contractual partners should have an average H1 value lower than 15 for the last 3 years.
If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 1 000 000.
Outer environment:
Tenderers must be certified or is in the process of being certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or the Eco-lighthouse certification scheme, with relevance to equivalent public transport projects.

NPRA and other builders' experiences with the tenderer will be appraised tenderers are required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Ability to fulfil contracts:
1) the contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract, including Covid-19;
2) technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
