Egnethet til å utøve yrkesvirksomheten:
Requirement:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian companies: Company Registration Certificate;
• Foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
The tenderer must fulfil requirements concerning international and national security standards.
• Relevant certifications in accordance with international and national security standards (PCI DSS, PSD2 etc.)
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Teknisk og faglig kapasitet:
1) The tenderer must have good routines and methods concerning quality assurance.
2) The tenderer must have an environmental management system that describes how the company implements, manages, measures and continually limits environmental impact by safeguarding high environmental standards in the business.
3) The tenderer must be a serious and stable actor in the market and have mobile payment services as part of their core activity.
4) The tenderer must have experience from comparable assignments.
5) The tenderer must deliver a solution that is widespread in the Norwegian, Scandinavian and/or international market.
Minste nivå(er) av standarder:
1) All points must be documented separately in such a way that they can be specifically assessed against the actual service.
• Documentation that includes a brief description of the tenderer's quality assurance methods and procedures.
• If tenderer hold valid certification in accordance with ISO 9001 or equivalent from accredited certification bodies, this can be submitted instead.
2) A description of the company's environmental management system and the accompanying annexes or valid certifications from a recognised third party.
3) Documentation of the company's history associated with mobile payment services, terms, procedures and strategies for the future:
• brief account of the company's history;
• number of employees and turnover for the last 3 years;
• report of procedures and practice concerning competence/development of employees;
• report of the tenderer's goals and strategy for the next 3 to 5 years, including i.a. assessments connected with retention and/or increasing of market share/client mass.
4) Description of the tenderer's three most relevant deliveries during the last 3 years. The description must include a statement of the delivery value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

Objektive kriterier for å velge det begrensede antallet kandidater:
If more than seven tenderers who fulfil the minimum qualification requirements register, the contracting authority will rank the suppliers according to the selection criteria in point 4.6, technical and professional qualifications.
In this context, Entur will also place emphasis on which suppliers collectively constitute the best competitive composition when invited to participate further. Assessments will be made regarding geographical distribution and user mass, in order to ensure good coverage for Entur's end users as part of Entur's community mission.
