Mid-term Evaluation of the Area Initiatives in Oslo

The overall objective of the assignment is to explore the results and impacts that the overall program ‘Områdesatsingene i Oslo’ [‘Area initiatives in Oslo’] and its sub-programs have provided up to now and an assessment of whether these contribute to increased goal achievement. The evaluator must also assess the results and impacts the program has achieved up to now, within the three initiative areas: the Groruddal initiative, the Oslo south and the inner Oslo East initiative, and use these findings in their analyses of the overall program.
Furthermore, it is an important goal of the assignment that the evaluator — based on findings from the assessments of the overall program, its sub-programs and the three initiatives — should present recommendations for any adjustments and measures that can assist in achieving the objectives of the program and the initiatives by 2027.
The contract value is up to NOK 2 000 000 excluding VAT.
The mid-term evaluation must be implemented in 2020/2021. The final report must be presented by 15 February 2021.
