Trondheim kommune [Trondheim municipality], hereafter called the contracting authority, invites tenderers to participate in a tender contest in connection with signing a contract for a main bank contract for Trondheim municipality.
The contracting authority is seeking to achieve satisfactory return on their liquid assets in accordance with the contracting authority's financial rules. If the contracting authority achieves a better return on their liquidity by investing elsewhere, the contracting authority will have the right to do so. In other words there will be no limits for investing liquid assets outside of the supplier.
A further description of the assignment is in annex 1 Requirement specifications and award criteria.

Kort beskrivelse:

This procurement concerns the delivery of main bank services for the contracting authority. This service will be a support and be future-oriented for efficient operation in the following areas: daily bank services, including but not limited to, cash solutions, payment systems, electronic file transfer, liquidity management, settlement schemes, securities settlements, withdrawal limits and interest on deposits.

The supplier of main bank services will simplify, streamline and automated work processes as well as give direct and indirect savings. Via this procurement, the supplier will contribute to gains such as increased quality, increased accessibility, reduce vulnerability, better security, better resource utilisation and financial gains. The contracting authority expects suppliers to be forward-thinking and be able to give the contracting authority more value through innovative interaction.

The solution must be adapted to the requirements of at any given time applicable rules (laws, regulations and guidelines). In the event of changes in rules, the solution will be adapted to the change from the date the change takes affect.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Requirement: the tenderer must be a legally established company.

Documentation requirement: Norwegian businesses shall enclose a company registration certificate. Foreign companies must present proof of registration in a company register or in a trade register in the state where the tenderer is established.

2) Requirement: the tenderer must have the right to operate banking activities in Norway.

Documentation requirement: licensing letter from a supervisory authority for the right to provide banking services.

Økonomisk og finansiell stilling:

Requirement: the tenderer must be credit-worthy, minimum international credit-rating of A or equivalent credit assessment. The creditworthiness against a guarantee is not accepted. The contracting authority retains the right to cancel the contract if suppliers are down-graded to under A- after contract signing.

Documentation requirement: credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. Newest credit rating must be enclosed with the tender offer. If the tenderer has multiple such ratings, the contracting authority will place emphasis on the poorest rating. Examples of agencies that supply assessments that the contracting authority uses as a basis are: Fitch, S&P, Moody's and Scope.

Requirement: the tenderer must be credit-worthy, minimum international credit-rating of A or equivalent credit assessment. The creditworthiness against a guarantee is not accepted. The contracting authority retains the right to cancel the contract if the supplier is down-graded to below A- after contract signing.

Teknisk og faglig kapasitet:

1) Requirement: experience is required from a minimum of three equivalent assignments. Equivalent assignments means assignments from municipalities with over 10 000 inhabitants, or counties.

Documentation: on request, the tenderer must present a list of the primary deliveries or services performed in the last 3 years, and this must as a minimum contain: a brief description of the assignment:

— size or value of the deliveries;

— date (contract period),

— name of the customers.

Contact information for relevant customers from the list must be presented on request.

2) Requirement: tenderers must use environmental measures during execution of the contract.

Documentation requirement: Tenderers are qualified if the activity has an environmental management system EMAS, other approved environmental management systems in decree (EF) no. 1221/2009 article 45, and other environmental management standards that are based on relevant European or international standards from accredited bodies. ISO 14001 and Eco-Lighthouse are examples of other approved environmental management standards.

The contracting authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract. In its procurement regulations, Trondheim municipality has decided that requirements for pay and working conditions also apply to subcontractors.
