Tenders are wanted for infrastructure and a complete ready and commissioned heating installation based on biomass from an external actor, with the intention of procuring heating that the municipality will pay for according to registered consumption on heating metres based on heat exchangers in each building. The tenderer/energy provider must construct, own and run the complete heating system from the heating plant to the heating network and customer plants in each building.

Våler Municipality will enter into a contract for the school and activity hall for a period of 25 years, with a separate option for heating for block of flats at Rekka.

Requirement: tenderers must be registered in a trade register in the member country where the tenderer is established. As described in Annex XI of directive 2014/24/EU, suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirement:
Norwegian companies: tenderers must be a legally established company. Norwegian companies must document this with a Company Registration Certificate.
Foreign companies: foreign companies must be able to prove that the company is registered in a trade or business register as specified by the legislation of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: the tenderer must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Requirement: tenderers are required to present a tax and VAT certificate, the certificate must not be older than 6 months, calculated from the tender deadline. Any arrears must be justified.
Documentation requirement: certificate for tax and VAT (form RF-1316).
Teknisk og faglig kapasitet:
Requirement: experience from energy deliveries and the implementation capacity for the delivery.
Documentation requirement: tenderers must give an account of their experience from equivalent energy deliveries, both deliveries of installations and operation, as well as access to resources.
Tenderers must have sufficient implementation ability and capacity for implementation of the contract. Tenderers must also have the capacity to deal with contractual changes and additions.
Documentation requirement: a statement of the tenderer’s organisation and available resources (employees and equipment) for implementation of the contract.
Requirement: if a tenderer intends to rely on other companies' capacity for financial/economic strength and/or technical/professional qualifications, the tenderer must present documentation confirming that they have the right to use the necessary resources at the sub-supplier, e.g. a written commitment statement or a written collaboration contract on this between the tenderer and sub-supplier. An interpretation of §16-10 applies to part III procurements.
