Kristiansund kommune

Kristiansund kommune [Kristiansund municipality] on behalf of Kristiansund, Molde, Rauma, Aukra, Smøla, Tingvoll and Hustadvika municipality, will enter into a framework agreement for temporary staff services for the care sector.
The framework agreement period is from October 2020 to October 2021 with an option to extend the contract for 1 year + 1 year + 1 year.
The tender deadline is set at the 7 September 2020.
The deadline to submit questions to the competition is Wednesday the 19 August 2020.

Kristiansund kommune [Kristiansund municipality] on behalf of behalf of Kristiansund, Molde, Rauma, Aukra, Smøla, Tingvoll and Hustadvika municipality, will enter into a framework agreement for purchase of temporary staff services for the health and care sector. The temporary staff mainly includes enrolled nurses, special nurses and welfare nurses. We want the service to be provided by 5-8 providers, under the assumption that 5-8 qualified providers have submitted acceptable tenders.

When the tender contest is concluded, each municipality shall sign a contract with relevant providers on own behalf, except for Molde municipality v/ROR procurement, which will sign on behalf of the Molde, Rauma and Aukra municipality.

The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Norwegian tenderers: company registration certificate
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tax certificate tenderers must submit VAT and tax certificates. This only applies if the tenderer is Norwegian. The tax certificate must not be older than six months at the deadline for submitting requests to participate in the competition to deliver tender offers.

Tenderers shall fulfil the terms for registration in the Norwegian Labour Inspection Authority's register, cf. FOR 2008-06-04 No 541: Regulations on manpower companies §5. This requirement also applies for any sub-suppliers who will contribute to the fulfilment of the contract.

Økonomisk og finansiell stilling:
The tenderer must have the sufficient financial strength to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Information concerning credit ratings will be collected by the contracting authority via the credit information company Bisnode Credit Pro (soliditet.no). It is therefore unnecessary to submit these details. Bisnode Credit Pro contains key information about all companies in Norway. Tenderers are requested to check if such information is available in Bisnode Credit Pro. Credit ratings are based on the most recent financial figures.

Teknisk og faglig kapasitet:
The tenderer must have sufficient financial capacity to be able to fulfil the contract.
The tenderer must in the last year (from the 1 June 2019 — the 1 June 2020), have delivered a total of 25 000 temporary staff hours in health work.
Confirmed delivery of a minimum of 20 000 nursing hours delivered, and a minimum of 5 000 hours delivered in nurses aids, health work disciplines, social educators, unskilled workers during the same period.
Tenderers must have experience from comparable assignments.
Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.
