Beskrivelse av opsjoner:
The framework agreement period is 2 years. The contracting authority must have the option to extend the framework agreement for a further 1 year + 1 year, altogether a maximum of 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1:
The tenderer must have their tax, employer contribution and value added tax (VAT) payments in order.
Documentation 1:
Tax certificate not more than 6 months old.
Requirement 2:
The tenderer must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation 2:
• Norwegian companies: company registration certificate,
• foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation:
• a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement 1
The tenderers must have the requested disciplines as established disciplines in their own organisations and must have sufficient competence systems.
Documentation 1:
A statement of the tenderer's average annual workforce and the number of employees in the management in the last 3 years, including:
(a) history and the current organisation.
Tenderers' quality assurance measures, with a focus on:
(a) the relevant discipline.
(c) initiatives to obtain/keep and develop competence.
Requirement 2:
Tenderers must have access to sufficient capacity and competence to cover the services requested.
Documentation 2:
Tenderers must complete and submit the competence matrix, cf. Annex 5.
The list in the matrix must cover both internal capacity at the tenderer and capacity at any sub suppliers. See Annex 4 on a commitment statement if subsuppliers will be used.
Requirement 3:
Tenderers must have very good experience in the discipline included in their request for qualification, cf. the description of the discipline in Annex 1 of the contract.
Documentation 3:
Tenderers must present certificates or references from up to three equivalent assignments. References and certificates must include a short, but adequate, description of the assignment related to the content of the discipline, cf. the description of each discipline in Annex 1 of the contract.

Regardless, references/certificates must include information in accordance with the content of Annex 3.
If a tenderer chooses to submit references and not signed certificates, the contracting authority must have the authority to contact the reference’s contact person in order to verify the content of the reference.
Requirement 4:
Tenderers must have good routines and methods for quality assurance.
Documentation 4:
• documentation that includes a short description of the tenderer's methods and procedures for quality assurance;
• if a tenderer is certified in accordance with ISO 9001 or equivalent, it is sufficient to attach a copy of the valid certificate.
Requirement 5:
The tenderer must have an environmental management system that describes how the company carries out and continuously limits its environmental impact to ensure that the tenderer is suitable for carrying out the contract.
Documentation 5:
• a description of the tenderer's relevant environmental measures/environmental management system.
Attachments or certification from a relevant and recognised third party can alternatively be submitted.
